Research Of Disabled Social Security Systems Of Tai Yuan

The disabled community has been an essential part in Chinese society. They have been a special group of the human society due to their own physical conditions, special requirements and unusual survival methods. To build up and perfect social security system for the disabled, to strengthen their abilities and improve their living conditions, are ways to show respect and care, and are important symbols of economic development and social civilization and progress. Furthermore, it serves as a necessary guarantee for building a harmonious socialist society. China has the largest disabled population than any other country in the word. However due to historical reason, the society security work for the disabled started relatively late, although it has been developed, but there are still of some problems, such as the understated responsibility role of the government, the weakening of traditional family responsibility and absence of social responsibility. For the above reasons, research on the system of social security for the disabled will have deep influence on the development of the system itself.This essay generally reviews the thoughts and theories of some of the classical Marxism writers and the western society about social security. It specifically introduces the definition, content and categorization of disability, the disabled and social security system for the disabled. Besides, based on statistics of development in social security system, it objectively analyses the advance in legislation, medical rehabilitation, social service, education and employment for the disabled community in Taiyuan. While affirming its achievement, but also finding out various problems including the security systems of disable’s rights and interests are not well developed, low level of social security, great gap between urban and rural areas in social security for the disabled, lack of fund, weak implementation of preferential policies, then analysis the reason.Learning from successful experience in building social security system for the disabled of four countries:America, German, Sweden and Japan, the essay tries to explore suitable mode of social security in Tai Yuan and our country. Taking China’s national conditions and Taiyuan’s economic and social development level into consideration, under the guidance of "Twelfth Five-Year Plan", targeting at building a harmonious socialist society, realizing social equity and practicing people-oriented concept of development, the essay proposes solutions to the problems in social security system for disabled people and suggestions to improve the system in aspects of role of the government, pattern of urban and rural areas, non-profit organizations and community service.
