The Research Of Policy Supports To Cities Empty-nesters’ Spiritual Cares

With the rapid development of China’s economic development and social progress, especially the implementation of family planning policy and the changing of people’s values, China has undergone tremendous changes in the age structure of population and family structure, and the aging of the population and the empty nest families has become the current social problems cannot be ignored. With the passage of time, Empty-nesters will become an important factor affecting Chinese social stability, related to promoting the "people-oriented" concept, and the problems they brought also will affect the process of building the moderately prosperous society.In this context, how to meet the spiritual needs of city Empty-nesters and achieve their spiritual cares is particularly important. Because of weakening of family support functions, temporary inability of institutional pension and deficiencies of community service management, the role of government social security management functions in the aspects of city Empty-nesters spiritual care will be more and more. Therefore, in the background of the aging of the population and the empty nest families, adopting what kind of policy support, and how to establish the spiritual care model, whether the government or city community, is an important problem to be resolved.This article is mainly based on the perspective of the social security administration, regards the city Empty-nesters spiritual care as the breakthrough point, and understands the status of the city Empty-nesters spiritual care from the macroscopic and analyses the problems of the city Empty-nesters spiritual care; through the analysis of SWOT model, draws concrete the government policy supports to the city empty-nesters spiritual cares. This paper takes Shanxi University community Empty-nesters as the research object, through the investigation of Shanxi University community Empty-nesters daily spiritual life condition and the status of Shanxi University community Empty-nesters spiritual care works, analyses of existing problems in their spiritual cares has three aspects:one is the government policy support is not enough, reflected in the lack of legal system, financial support is not enough and Empty-nesters social participation oriented ability is insufficient; the two is the community service is not in place, the community facilities are not homogeneous and staffing is not complete; the three is the Empty-nesters own situation is not an ideal, reflected in the interests reduce and the emotion is lonely. On this basis, using SWOT analysis method, to establish the model of Shanxi University community Empty-nesters spiritual care with advantages, disadvantages, opportunities and threats, and forms the specific government policy supports from the government of laws and regulations, financial supports, culture construction and community management, such as encouraging provisions of holiday visit, increasing financial expenses, promoting community building, training full-time staffs, building filial piety culture, guiding social participation of Empty-nesters and Innovating community care models, and in order to improve the city Empty-nesters spiritual care policy offers suggestions. At the same time, through the study of the city Empty-nesters spiritual care, the author in order to enhance her humanistic concern, and then understands and cares the Empty-nesters around with a heart of love.
