Problems And Solutions About The Incorrupt Supervision System Operation In China

China, a country whose socialist market economy is at sustainable development and the whole society is in the transformation from old system to the new one, even so, is still in the primary stage of socialism currently, and the material is not abundant enough. Worse still is that the laws and regulations are not mature, and some national administrative personnel are corroded by the decadent ideas such as mammonism or hedonism, hence the phenomena like corruption, bribery, manipulating power for personal ends, malfeasance, misuse of authority, extravagance and so on. Furthermore, their grasp of executive power has become the shocking way to seek benefits for themselves or interest groups, which has caused serious damages to interests of the nation and the society and has undermined the party and the government’s image in the eyes of the masses. Incorrupt supervision is a kind of monitoring and inspecting activity specially aimed for all kinds of violation of law and breach of discipline such as corruption and bribery which is carried out when administrative personnel are fulfilling their obligations. It has played a great role in the process of monitoring the operation of the administrative power and how the administrative personnel are implementing the policies of incorruptness. Not to mention its other shining points like investing the administrative personnel if they have violated the laws and breached the disciplines, and promote the construction of a clean government! Chairman Xi Jinping, at the 5th Plenary Session of the 18th Meeting with the Central Commission for Discipline Inspection, emphasized the grim situation towards anti-corruption and stressed that the construction of the incorrupt Party conduct and anti-corruption battle are always in full swing, hence the importance of sticking to the positions, consolidating the achievements and the deepening of the ranges. In that way could we win this lasting and tough battle! Against such background, it is necessary and urgent to adhere to the guidelines drafted at the 18th CPC National Congress and study the incorrupt supervision.This thesis is aimed at resolving the problems of incorrupt supervision practice in reality. It is in the accordance with the logical sequence which is "research background and overview-meaning, the theoretical basis and the functions-the development and operation-problems and causes-solutions to these problems". Firstly, the thesis briefly introduces the background, the practical requirements of the topic and the theoretical significance; Secondly, the thesis briefly analyzes the meaning, the theoretical basis and major functions of the incorrupt supervision, which has laid the foundation for further discussion; Thirdly, this thesis briefly introduces the historical development of the incorrupt supervision in China, moreover, the general working principles and detailed process of implementation at the present stage; Fourthly, this thesis analyzes the problems in the process of operation such as lack of executive functions, difficulty in the supervision over the leading cadre, lower comprehensive qualities of the supervisors, misuse of authority and low degree of openness and sums up the conclusions. Last but not least, this thesis brings up suggestions like improving the leadership system, consummating the legal construction, reinforcing the team construction and enhancing the supervision on the Incorrupt Supervision Institution to further promote the perfection of incorrupt supervision system in China in the light of China’s national conditions and the practice of incorrupt supervision.
