Study Of China's Social Supervision

Corruption, which is inseparable with power, is an universal problem in our society today. So supervising and restricting power effectively are the key measures to curb that. However, for a long time, as far as supervision and restriction of power are concerned, we put a premium on them in the system. In order to make that effectively, social supervision, coming from the outside, is also needed. Carried out by the people from the external power system, it is a no-state form, conducted from the low to the high through various means and forms basing on the Constitution, laws and regulations, which supervises the Party, the state's ogans and the process of using power. Social supervision is comprised of citizen's supervision, NGO's supervision, interest group's supervision and public opinion's supervision.Due to constrains of historical traditions, economic and political development, ideological and cultural level, social development and other factors, our social supervision faces many problems, such as the understanding deviation of the objects and the subjects, the weak awareness of social supervision, unclear of the channels, the lack of security measures, unperfect of the mechanism, which have serious impacts on the role of social supervision.Therefore we shoud take the following measurs to make social supervision conduct effecticly. We must vigorously develop the socialist market economy, constantly consolidate the material foundation for social supervision, gradually change the imbalance in economic development and improve the order of socialist market to narrow the gap between the rich and the poor, to achieve citizen's equal participation in social supervision, to make the process order; We must actively promote the exercise of using power openly and transparently to protect the rights of people's supervision, make governments'affairs open to protect people's right to know, promote grassroots democracy to protect people's right of participation, promote e-government construction to play the role of democratic supervision network. We must vigoriously develop the education institution to enhance people's literacy, promote socialist civic education to develop the awareness, guide the development of social organisitions to optimize the environment of social supervision. We must improve the relevant laws and regulations to provide legal protection of social supervision. We must make the channels of the supervision clear and effectively protect people's right of supervising to improve the mechanism of the expressment of public opinion, reform and improve the electorial system to reflect public opinion, reform and improve petition system to make it play the main role of expressing public opinion. We must improve the supervision from the public and play the role of network in supervision. In addition, we should improve the mechanisms of implementation and guaranteness in social supervision. In short, we should combine social supervision with the inside supervision to build power supervision system with Chinese characteristics.
