Research On The Legal Issues Of Extending Power And Strengthening County In Shanxi Province

In recent years, under the background of China’s economic system transition and social transformation, economic development in the county is effective. However, the implementation of the system of "province governing county" has produced the negative impact since 80’s in last century, and gradually become the institutional factors to limit the development of county economy. But the reform of "extending power and strengthening county" can promote the county economy to develop rapidly and healthily. So it has become a hot topic in the reform practice, and become a trend of the time. During the practice of the transformation of resource-based economy reform testing in Shanxi Province, Shanxi absolves the foreign reform experience, based on the first foretaste policy, launches the road to explore the "extending power and strengthening county", and has achieved certain success. However, from the legal point of view, both basic theory and legal practice have become weak. Therefore, it is necessary to strengthen the research.This thesis adopts normative analysis and comparative analysis to analyze the "extending power and strengthening county" and "city governing county". Using the literature analysis method introduces the related theory of "extending power and strengthening county" and the reform practice.
