An Important Break-through Of The Strong County Extending Power

Facing the new situation of our country's socio-economic development, the system that counties are under the control of the municipal government brings about many problems, such as increasing administrative cost, reducing administrative efficiency and aggravating cities and counties contradiction. These problems are becoming more and more serious and have restricted and hindered the fast socio-economic development in the county .So it has been an important subject for our government to reform the system of the county under the control of the municipal government in recent years. That the strong county extends power is a beneficial attempt to reform the system of county under the control of the municipal government. With the powerful push of the scientific development ideas, public effective guidance of management theory and socio-economic development demand, Yiwu of Zhejiang has successively finished two rounds of power expansion in 2002 and 2006 . Since Yiwu was classified as the only reforming county to extend power in the fourth round reform in Zhejiang Province in 2006, it has been given the same rights in economics and social administration as municipal government except rights such as planning management, important resource distribution and great social transaction management, making it the county-level city which enjoys the most administrative rights.After the two rounds of power expansion, Yiwu city has enjoyed 916 extending rights. What used to be checked by Jinhua municipal government and related departments and later registered and approved by the provincial government is now checked by Yiwu City government and related departments and later registered and approved by the provincial government and related departments. The affairs which the provincial related departments used to authorize, trust and assign the municipal related departments to deal with is now managed by the related departments of Yiwu city. What used to be approved and administered by Jinhua municipal government is now directly approved by related departments in Yiwu city. Plan and index of all kinds of socio-economic development that the provincial department makes and assigns for the municipal-level city now directly go to Yiwu City; Meetings on economy and social management organized by the Provincial Party committee, provincial government and related departments are now open to Yiwu City. The files on economy and social management, which is issued by the Provincial Party committee, provincial government and related departments is now sent to Yiwu, too. In addition, Yiwu City Customs Bureau, Importing and Exporting Inspection Bureau all enjoy more rights. The leaders of the government of Yiwu also enjoy more administrative rights.The reform that Yiwu has extended power is the effective break-through of the system of county under the control of the municipal government. It dramatically increases administrative efficiency and enables Yiwu to make an independent plan for its economic development , which has helped Yiwu to develop fast and continuously. But the reform also indicates that the system that the province is in charge of the county directly has not been really come true and that the traditional ways of administration has met greater challenges. What we can learn from the reform and the similar reforms in the other parts of China is that strong county extending power is a breakthrough to deepen the reform of administrative system and that the trend for such a reform is that the county should be controlled by the provincial government directly. Under the present condition, it is still an effective act for the strong county to extend power as it is of strategic significance to advance the development of the economy in the county. Of course, we need more efforts to explore a way to reform the present system of administration so that the system can truly enhance the development of the local economy.This passage adopts the method of investigation.
