Study On The Pension Agency Socialized Utilization

In order to meet the increasing demand of the elderly services, our country has begun the socialization reform practice of pension agency in late twentieth Century。It has established the development thought of socialized pension agency that government oriented, social participation, diversified operation. With extensive participation of social forces to the construction of pension agency, the pension agency has developed fast in China, including the quantity increase and quality improvement. In recent years, population structure aging and old aging develop rapidly and will enter the depth of the aging society in 2025 to 2030 years. Because of this trend, we must deepen the socialization reform of pension agency, analysis the profound problems of socialized operation of pension agency, put forward the countermeasure and suggestion which is feasible. It will make the pension agency to meet the needs of society better.In this paper, with the socialization process of social welfare as the theoretical basis and pension agency in Shandong province social as the case study object, the writer use the method of public policy qualitative research, literature research and in-depth interview for the study. First of all, it summary and analysis the current situation of socialized pension agency in Shandong province,and induce threemain problems:the policy problems, including the single mode of pension agency, block of the capital source channel, and the unclear operation and tax preferential policy; the exterior environment problems, including the insufficient quantity of pension agency, the social cognitive biases of pension agency and the limited capacity of the elderly; the interiorstructural problem, including the project of pension agency service is not rich, the psychological aid agencies are lack, and the professional ability of the agency staff is uneven. Secondly, for the historical origin, the elderly deep-seated reasons of the three aspects of the external environment and the internal contradiction concludes the cause of the problems:China’s special political and economic system and the deep-rooted traditional culture; economic and social development level, social welfare policy and social aging and the family structure; the lack of interaction between pension institutions and elderly people, the lack of systematic and policy guidance and training to the staff. Finally it put forward the corresponding countermeasures on socialization endowment mechanism operation problems:first is to play the oriented role of government, coordinatethe relationship between the government and the pension agency, straighten out the relationship between the government, community and welfare, focus on the policies, regulations, planning, approval, organization, coordination, supervision and inspection of the macro allocation of fund and etctransition management; second is to accelerate thesocial change of internal pension agency, formate the diversified pension services, enhance the service level of internal personnel, improve the level ofscience and technology; third is to improve the system guarantee of pension agency socialization, make planning of pension agency, clear the legal rights and obligations of pension agency, standardize the pension agency market competition order.
