The sample survey of National Bureau of Statistics shows that China’s migrant workers has reached 26,894 million in 2013,an increase of 2.4% over last year, which means an average of one out of five is migrant worker.Leaded by the wave of non-agricultural and urbanization,China’s migrant workers is showing more tendency to live in urban areas, they gradually become the special one other than city residents and rural residents. However, in the urbanization process, migrant workers suffered a high probability of social risks with weak ability to disperse them, And for various reasons the urban social insurance rate is so low that they have a strong demand of social assistance.Therefore,analyzing and solving the social issues in the process of urbanization of migrant workers under the new situation, and developing and improving the social assistance system which covers a large and growing number of rural migrant workers is an urgent task. Put the city social assistance treatment as a foothold to do an empirical research, not only to eliminate injustice and reassure, migrant workers can also be promoted faster and better to integrate into the city. But also to provide an institutional guarantee for easing the long-term employment pressure and building a harmonious society.As a new first-tier city, Changsha attracts lots of workers from rural place, the urbanization wave of rural workers follows one after another. Based on random visits, in-depth interviews of migrant workers in Changsha, This article attends to research and comparative analyze the social assistance differences between migrant workers and urban residents,and then pointed out the existing problems of social assistance system of migrant workers under the new situation, finally put forward the corresponding countermeasures and suggestions with the actual situation and the existing research achievements.
