The process of providing services in the community for the elderly in-depth and practical, the main survey of the area to carry out the project of the pension policy background, the service object demand, government purchase service way to buy. the pension program,run the main service center project, the actual service way to buy, the elderly pension mode and the tendency the service satisfaction evaluation and public opinion. Analysis of the current situation of the area through the operation of pension services, and summed up the project to carry out some problems in the process, and in view of these problems, put forward some constructive opinions and suggestions for the project.Current situation and policy background of Hefei City Hall buy home-based care services based on the understanding of the project, field survey of part of the old city by the open area of Hefei are enjoying the old-age home service. According to the survey, the service object to the rising service satisfaction, service center to provide the kinds of services are also growing, more and can meet the demand of the old man’s reality. However, from the perspective of government, service center, and the service object, the project also not allow to ignore the problems, mainly include: government purchase is not enough, the supervision mechanism is not perfect; lack of professional service personnel, service standards and management standards to be sound, there is the gap between supply and demand, service centers established in the community service station foundation facilities need to be improved; the elderly consumer project a single, resulting in waste of resources, other services a few old people are not satisfied with the government issued voucher way to buy. To solve problem in practice, the main measures are:to strengthen the government’s efforts to buy, to increase the investment channels, to establish a reasonable supervision mechanism, the construction of high quality service team, establish and improve the standard of service and internal management standard and service objects, keep in touch, grasp the elderly service demand, improve infrastructure, community service station to intensify propaganda, let people understand the actions of the government.
