Study On Voucher System Of Home-based Care Service From The Perspective Of Welfare Pluralist

At this stage,our country's aging population is more and more serious.Traditional pension style can no longer meet the needs of the elderly,and the contradiction between the supply and demand of pension services is prominent.For this,many cities carry out the model of service of home provide for the old.Home-based care service is accord with the present situation of our country.In view of the difficulties the elderly,the government buy endowment service for the old,so that they can enjoy all kinds of free services include domestic service,life care,health care and spiritual comfort.Government purchasing home endowment service really effectively help the old and enhance the quality of their later life.The government provides home-based care services for the elderly in the form of vouchers,which can be used by the elderly to buy home-based care services to meet their needs.From the perspective of welfare pluralism theory,this paper makes an overall analysis and research on the voucher system of home-based pension service in Yangzhou by participatory observation and in-depth interview.It finds that the government has unreasonable design of vouchers.The use of vonchers has many restrictions.And the government provides weak financial and policy support.The price of services that provided by the enterprise is on the high side and the professional degree of the staff specialization is low.Social organizations are weak in independent activities and lack of funds.The elderly do not change endowment ideas and their familes give little care to the old.Based on the ideology that welfare multivariate providers should separate their powers and participate in social welfare service,this paper re-examine the responsibilities of the government,social organizations,enterprises and families in the home endowment service.By changing the roles of the main subjects and strengthening the participation from all walks of life,the demand of the old can be met.I make these recommendations.Firstly,the government should improve the use of the voucher and build on policy and financial support.Secondly,the enterprise ought to enhance service quality and training.Thirdly,social organizations are supposed to expand the source of funds,enhance the capacity of innovation and improve the content of services.Forthly,the family should change the elderly's thoughts and strengthen the family's support function.Cooperation among welfare multi-subjects is based on independence.By giving full play to the advantages and resources of various welfare providers,the voucher system of home-based care service in Yangzhou will be improved.
