Land and resources management work is professional and complex. The Eighteenth National Congress has given direction for land and resources management work in new era and put forward many new requirements and tasks, which open a new chapter for land and resources management. Basic land and sources management workers are forefront and window of land and sources management. Whether the policy can be well carried out or not, the management work can be successfully launched or not largely depend on comprehensive quality and professional ability of basic-level leadership. Thus, it is an important subject that how to improve civil servants’ overall quality of land and resources system, through ways of strengthening training basic land and resources management workers, revolution and innovation of training mode, improving education ways and effects.Although Party of Ministry of Land and Resources has made achievements in building land and resources team by focusing on educational training, making related policy and measures to strengthen and improve cadres of land and resources and especially implementation, there are still problems in many aspects of educational training. Revolution of educational training must be carried out to perfect training system of basic land and resources civil servants, to improve effectiveness and practicality of training, to satisfy the land and resources demand of scientific development of economic and society.Land and Resources Office of Heilongjiang Agriculture and Reclamation Bureau is a send-office in Heilongjiang reclamation areas from Heilongjian Land and Resources department, in charge of 55.4 thousand k ㎡ reclamation areas which is quite large in Heilongjiang with 9 branches, 1 branch directly under the charge, 233 civil servants, 426 employees. The author, as one ordinary civil servant, happened to do personnel education work in that office. This paper, taking Land and Resources Office of Heilongjiang Agriculture and Reclamation Bureau as an example, which can both provide theories and practice, is going to comprehensively analyze problems of present training. Then put forward specialized conception of training basic civil servants of land and resources management department. Even the proposal is not mature enough, I still wish it can make contribution to promote the work of training basic civil servants of land and resources management department. And researchers in other related fields can discuss with me and also correct me.
