In recent years,with the development of international shipping and maritime affairs,the talent development of China's maritime team has put forward higher and higher requirements.The maritime team's quality requirements are also getting higher.Newly recruited maritime civil servants are the new forces of maritime science development.They are the constructors and carriers of maritime future.The knowledge,knowledge structure and business level of maritime talents will also be related to the long-term development of maritime cause.The training of the newly recruited maritime civil servants to caery out the scientific system as soon as possible,is critical for maritime work.It can lay a solid foundation for the future development,further enrich the personnel reserves of maritime development and promote the sustainable development of maritime undertakings.In this paper,we take the newly recruited civil servants of the Maritime Bureau of the Ministry of Transport of the People's Republic of China as an example,and aim them as a research target and study the implementation of the preliminary training directly under the maritime system.We also standardize the training system of the newly recruited civil service,and evaluate the various stages,links and elements of the first training.Finally,we summarize and optimize the curriculum system,teacher construction and teaching organization of the first training,and research to determine a set of scientific and effective,targeted early-training evaluation model,which is an important issue to solve in this paper.To carry out the civil service early training effect research work of the Ministry of Communications Maritime Bureau,we are mainly to complete the three aspects of the work:First,we carefully read the initial training files,and carefully view the training activities record information with a comprehensive understanding of the organization and implementation of training.The second is to issue a questionnaire and research outline.For instance,to the participants in 2014,the Ministry of Communications Maritime Bureau of the South side of the civil service training students first issued more than 100 of "training assessment questionnaire" on the training curriculum design,teacher situation,organization and implementation of various aspects of the investigation from the perspective of students.Third,after the post-evaluation seminar,we convened the training of participants and training of experts to attend,and listen to the views of all parties and conclude a comprehensive understanding of the training department,training teachers,employers,students and other aspects of training evaluation and recommendations.We also collect the feedbacks and recommendations from experts of training,in terms of the curriculum,teaching time,assessment methods,teacher selection and etc.This paper combines with the actual work of the maritime system education and training,and firmly grasps the needs of the training of civil servants at the beginning of training.Through scientific rigorous assessment and analysis,we further optimize the initial training program to strengthen the initial training of the organization,personnel management,comprehensive assessment and assessment survey.The innovation of this paper lies in the establishment of a set of quantitative models,and the establishment the evaluation system of the initial training effect of the maritime system,by means of theoretical research,practical investigation,scientific forecasting and data analysis.Additionally,based on the professional,scientific and operational and practicable requirements,we carry out the research on the effect of the newly recruited civil servants in the maritime system,so as to quantify the effect and provide the data support for finding the existing problems,which makes the process of analysis and research more scientific.Through the research of this paper,the author summarizes the general situation of the civil service training of the maritime bureau of the Ministry of Communications,and obtains the problem of the initial training through the quantitative analysis of science.The study shows that the most recognized part of the training is the training of teachers,the formal training of students in the highest level of satisfaction,and relatively weak link is the curriculum and teaching materials system.Also students have relatively low satisfaction to the 26 meters business ship training.Therefore,on the one hand,we need to conscientiously sum up the good practices and experience,to maintain their strengths,to consolidate the advantages.On the other hand,we should conduct a comprehensive review of the weak links,in-depth search for internal factors to further improve the quality of training.It is pointed out that the training should be strengthened from four aspects,namely,perfecting the training system,analyzing the training needs accurately,improving the quality of the trainers and diversifying the training mode.The conclusion of this paper is helpful to further strengthen the scientific and pertinent nature of the first training design.The evaluation model formed in this paper can effectively test the actual effect of the initial training and find a way to effectively promote the initial training.In summary,with good foundation,and the implementation of scientific and rational initial training,maritime civil servants will be the character of exercise and their knowledge system,ability and quality are promoted,making maritime new recruits better suitable for the scientific development of the cause of maritime Talent Foundation.
