The Research On The Model Of Govenment Purchasing Home Services Foraged Under The Background Of Aging

With the growth of aging population,the burden of social pension in our country is increasing day by day.Faced with such severe challenges,our country government have made corresponding efforts and exploration.Government purchase of home care service as a new way of public service supply,become the choice of the government to deal with the aging of the population.It is an effective way to solve the problem of home care under the background of population aging.Firstly,this paper takes the new public management theory,contract theory and public goods theory as the theoretical basis.By using the method of field investigation and interview,this article makes an in-depth study on the problems and reasons in the process of implementing the government purchase of home care policy in Nanning.Secondly,this article analyzes the typical government purchase home care system of the foreign countries such as United Kingdom,Japan,the United States and the domestic cities such as kunming,nanjing,Shanghai and absorbs their experience.Finally,combined with local actual Condition,the role of government,the construction of standard system,the cultivation of social organizatio,concept of pubilicity the protection of old man's rights these aspects,this paper puts forward to how to further realize the Suggestions on the improvement of Nanning municipal government to compititive purchase home care service mode and promote the local government to buy the home endowment service policy smoothly.Although the compititive purchasing mode in China is still in the embryonic stage,but it is the most ideal purchase mode for the government to buy home care service in china.It can improve the work efficiency of the government and the supply of public services.At the same time,it also provides a vast space to the social organization's growth and constantly meet the basic needs of the elderly pension and ultimately achieve the goal of dealing with government pension service difficulties.
