Fuping County Village Cadres Poverty Alleviation Work Optimization Study

Because of many factors, Chinese in quite a long time in the past, there has been the problem of poverty. Anti poverty has become the urgent problem in our country and even the whole human development. In this regard, since the founding of the people’s Republic of China, to the rapid and all-round development of social economy and solve the problem of food and clothing of the poverty population, our country implemented the planned and organized a nationwide poverty alleviation and development work, the realization of the people’s common prosperity reach the goal of a well-off society in an all-round way, has very important significance. However, in poverty alleviation and development stages, the village cadres as poverty alleviation policy first practitioner, directly determines the speed of the rural poverty alleviation work process and results. Therefore, this paper under the background of poverty alleviation and development, based on point of villagers’ satisfaction of the village cadres work of poverty alleviation were studied and optimized.Based on satisfaction theory, new public management theory as the instruction, through the questionnaire survey and field interviews, to research of fuping county village cadres, using literature analysis, the combination of quantitative and qualitative methods, research the three questions: First, according to field investigation data analysis of the current situation of the poverty of fuping county and village cadres team present situation, and points out the village cadres of the poverty alleviation work content; Second, constructed the evaluation system of village cadres’ job satisfaction by villagers, get the conclusion; Third, according to the results of the satisfaction evaluation, the paper analyzes the influence degree of satisfaction results, provides some countermeasures to optimize the village cadres poverty alleviation work.Through the analysis, the following conclusions are drawn: the villagers of village cadres to poverty alleviation comprehensive satisfaction scores is 47.5 in the "general" level(40<K￡60). Among them, the villagers’ satisfaction of village cadres industry poverty alleviation work, infrastructure construction, safeguard social work of the people’s livelihood, and aiding the poor with technology were 42.6 points, 53.8 points, 49.8 points, 49.8 points. Visible, fuping county, the villagers on the work of village cadres in poverty alleviation and development work satisfaction is not optimistic. Analysis reasons of villagers low satisfaction include low village cadres’ own quality, village cadres do not pay enough attention on the development of industry and technology, work enthusiasm is not high, work out the views of the villagers etc.. To this, the article suggested that optimizing the poverty alleviation work of village cadres from aspects of both government and village cadres itself: The government should actively carry out training to improve quality of village cadres, perfecting the incentive mechanism to improve work enthusiasm; Village cadres should change their ideology to enhance the poverty alleviation emphasis, work actively into the villagers’ feedback, etc.Innovation: In research perspective, among the existing studies of rural grassroots cadres, village cadres’ behavioral research in the process of poverty alleviation and development work is few. This study under the background of poverty alleviation and development, poverty area villagers of village cadres work satisfaction, in order to optimize the work of village cadres; In the research method, the fuzzy comprehensive evaluation method is applied to the villagers’ satisfaction on work of village cadres investigation.
