Government Management Of Modern Agricultural Machinery Farmers Cooperatives In Heilongjiang Province

As a new type of rural economy organization form,agricultural machinery famers cooperatives, based on the agricultural industrialization, scale, the development of mechanization and the reform of rural economic system, playing the role of improving soil fertility, increasing food production, increasing farmers’ income and promoting the role of the rural land circulation. However, because of its "civilian, manage benefit, by the people", making agricultural machinery cooperatives and different from other firms in the market, located on the system design to make it at the same time of play to the positive externalities, come at the expense of the loss of efficiency, this needs the government’s intervention to go through the policy subsidies, support and service of agricultural machinery cooperatives to compensate. However, farm machinery cooperative is an independent organization, government intervention can’t offside, so how should the government intervene to management of agricultural machinery cooperatives, is the ultimate aim of this study.Since 2003, Heilongjiang province set up 1162 modern agricultural machinery professional cooperatives, this with the government as it actively, but in the process of management of agricultural machinery cooperatives, government work also exposed many problems. Therefore, based on the Heilongjiang province Agricultural machinery bureau, four county agricultural technology center and Agricultural machinery bureau, 44 modern agricultural machinery cooperative research, on the basis of research of Heilongjiang province agricultural machinery cooperatives how government intervention in the process of operation, playing a role of what and how to manage, after summarizing analysis put forward how to strengthen and improve government management mode, method, for guiding the production practice of Heilongjiang province agricultural machinery cooperatives aspect is of great practical significance. This study using the literature research, typical analysis and empirical analysis methods, the government department as the research object, and clear management departments and governments involved in the management of agricultural machinery cooperatives of contents and methods, aims to better determine the government management behavior boundaries, put forward countermeasures and suggestions for optimizing the government management of agricultural machinery cooperatives.The paper mainly has five parts, the specific content and structure are as follows: the second chapter of agricultural machinery cooperatives, government has carried on the definition of the concept, the related theory of government’s role in the cooperative and provide theory and discusses the scope of article basis; The third chapter summarizes the present situation of the agricultural machinery cooperative government management in Heilongjiang province as well as the performance, a true reflection of Heilongjiang province government departments in the process of agricultural machinery cooperatives operating to its supervision, guidance and service work and results; The fourth chapter through the empirical analysis to the government job evaluation questionnaire, judgment of agricultural machinery cooperatives which job satisfaction to the government, satisfied with the service which government departments; Fifth chapter combination of chapter three, four, present situation and the results of data analysis in Heilongjiang province government departments on the problems existing in the management of agricultural machinery cooperatives; Finally the sixth chapter proposes countermeasures and suggestions to perfect the government management, the internal construction, strengthen the government management system that according to laws and regulations system construction of agricultural machinery cooperatives, innovation service the organization form of agricultural machinery cooperatives, orientation training of agricultural machinery cooperatives, strengthening science and technology and production.
