Study On The China's Agricultural Machinery Cooperation

Since 1990s, with the constant perfection of the rural market economy system, a various type of agricultural machinery common cooperative mode have formed, acting on together in market mechanism and peasant disadvantaged groups, and at the same time greatly supported by governments. How to guide and standardize the development of the agricultural machinery cooperation has been a problem urgently to be solved by agricultural machinery worker and theory researcher.This paper carried on the research of the following five respects, mainly adopting such methods as history analysis, comparative analysis and case research on the basis of agricultural economy management and cooperation theory.Firstly, it systematically analyzed the development of China's mechanization of agriculture. On the basis of that, it comparatively researches respective stages of development and then illustrated the development characteristic of cooperation of agricultural machinery of every stage and finally summarized their historical achievements, function and experience. Furthermore, the paper demonstrated necessity of developing agricultural machinery cooperation on the ground of analyzing primary characteristic of China's agriculture.Secondly, on the basis of international cooperation theory and according to the author' investigation aboard with his company, this paper summarized the characteristics of the agricultural machinery cooperation of developed countries and regions and enlightenment given to us after analyzing and comparatively studying the mechanization of agriculture and the agricultural machinery cooperation of S. Korea, New Zealand , U.S.A. , Holland , Taiwan , the five countries and regions which have realized agricultural modernization.Thirdly, it studied the typical cases of development of the agricultural machinery cooperation of our country. For one thing, it reviewed the development of trans-regional operation of agricultural machinery, which has been developing since the middle and later periods of the 1990s. And then the paper summarized its role in improving peasants' income and economizing on spending, booming rural consumer market, promoting the development of agricultural machinery industry and transferring superfluous labor force in rural areas. For another, it analyzed the cooperative mode of agricultural machinery operation of Jilin and Heilongjiang Province and the function and effect of these modes. On this basis, the paper drew aconclusion that the development of our country's agricultural machinery cooperation was at the starting stage and referred to main problems existing in the development.Fourthly, the paper analyzed the operating mechanism of our country's agricultural machinery cooperation based on the cooperative theory. And then it put forward the principle of agricultural machinery cooperation, service mode, operation way and construction frame and guidelines of the memorandum of the agricultural machinery service organizations and roundly analyzed the important function of the organization.Finally, with a view to apply to the development of agriculture modernization, the paper also proposed some policies encouraging the professional cooperative economic organization of the agricultural machinery, which mainly included establishing correct guidelines, creating good development environment, strengthening the tied mechanism construction of the cooperative organization and training and scientific research and development, and at last setting up and amplify such support policies as credit, financial subsidy , deductions and exemptions of taxes ,etc.
