Research On Chongqing’s Safeguard Mechanism For Migrant Workers’ Urban Public Cuitural Rights And Interests

Cultural rights and interests, the basic rights and interests of citizens, is relevant to social fair and justice, and even the construction of urban-rural integration and socialist harmonious society. As the experimental area of national urban-rural synthetic matching reform overall plan, Chongqing has raised a series of measures to perfect the public cultural service infrastructure, to advance the construction of the public cultural service system for rural workers. The study on rural workers’ public cultural rights contributes to deepen the understanding to rural workers’ rights and interests system, to ensure rural workers’ cultural rights, to improve cultural quality of rural workers level, to accelerate rural workers’ blending into city, and to realize the overall urban-rural development.Firstly, this paper briefly explains the content, feature, cultural rights and the relationship with other rights of public cultural rights and interests. In this paper, public cultural rights and interests are defined the right of enjoying the cultural achievements, participating the cultural activities, receiving education or training, and creating culture works. Based on the theory of government function and the theory of citizen’s rights, this paper sets forth that the supply condition of public cultural service and rural workers’ consciousness to cultural rights will influence the realization of rural workers’ public cultural rights.Next, with the data from the survey of Chongqing’s rural workers, this paper describes the basic condition and the problems of rural workers’ public cultural rights in Chongqing. Through the describing analysis, it is found that their cultural rights consciousness is superficial, and the reality of cultural rights worth worrying. Firstly because the content’s standard is low and its structure is unreasonable and supply is ineffective. Secondly because the ways to receive cultural information are very limited; rural workers know little about the cultural activities; and differences exist in age, income, and education levels. Thirdly, the cost of rural workers’ education or training is not that much, mainly the free training course organized by government and enterprises. Fourthly, rural workers’ level of cultural recreation is low and obvious cultural differences exist.Finally, in view of the analysis to theory and current situation, this paper uses binary regression to analyze the satisfaction to public cultural service. The result shows that the individual features(age and education level) and work condition (income and time), the main body of public cultural supply, and public cultural rights consciousness affect the realization of rural workers’ public cultural rights. According to the influencing factors mentioned above, this paper puts forward 6 suggestions to improve the training mechanism, to build the sharing mechanism, to set up the demanding expression mechanism and so forth.
