The study is stick to dialectical materialism and historical materialism, based on literature and research, combining the law, sociology and other related disciplines of knowledge, using the literature review, experience summing-up and data analysis method, from the multi-angle showing the research. The characteristics of the research is that of ethnic minorities, migrant workers as the research object, combined with the specific situation in Jinan City, in-depth analysis of guarantees of minority rights and interests of migrant workers, summed up the protection of minority rights and interests of migrant workers in the problems and experiences, and put forward ways to solve the problem.In recent years, as China's economic transition and social transformation, protection of minority rights and interests of migrant workers to become increasingly prominent and highly concerned about social issues. Minority of migrant workers are a special group, both groups of migrant workers are facing social problems, but also inextricably linked with China's ethnic issues. It is precisely because we are dealing with this issue it is necessary to take account of their similarity with the migrant workers, but also taking into account their specificity.With regard to minority rights protection of migrant workers, this study from the political rights, working rights, social rights, and cultural rights for discussion. Cultural rights and interests of minority is the most distinctive of the rights and interests, their national characteristics and cultural rights and interests are reflected in the most conspicuous; political, working, social and cultural rights are the foundation, there is no political rights protection, the protection of other interests will be out of the question; political, working and social rights situation would have an important impact on the changes in culture, while the economic and social rights are the carrier of cultural rights; differences in national culture influence their interests are often multifaceted and deep-seated, it can indirectly affect other interests.This study starts from the specific circumstances of Jinan City.From the point of political participation of migrant workers in Jinan City, the political rights of minority status, and participation in enterprise management problems are analyzed; from employment, labor contracts, wages, working hours, etc.discusses the working rights of ethnic minority migrant workers and security situation; from right to social security and employment rights training of ethnic minority migrant workers discusses social rights situation; from eating habits, religious beliefs, children's education, holiday entertainment discusses the protection of cultural rights and interests of migrant workers situation.Finally, combining the successful experiences of protect minority rights and interests of migrant workers of Jinan City, discussing a response to protect the interests of migrant workers: From the perspective of state organs, establish a people-oriented concept, improve the social security system, various forms of publicity and education, establish a sound supervision and management system; from the social perspective, it is necessary to play the role of Islamic associations and mosques, built a full-service network, the role played by trade unions; from the ethnic minority farmers their own point of view, strengthen awareness, improve job skills. Only actively cooperate with all aspects of national, social and ethnic minority migrant workers efforts, this issue can finally be resolved.
