Shandong is a large province of breeding pig and pork consumption of China. The development of pig industry has great significance to increase the income of farmers, improve the life quality of the consumers, stabilize the market supply and promote the development of agriculture. But in recent years, the China’s pork quality issues appear frequently, and the Shandong’s pork quality issues are also not very optimistic. The pork quality and safety not only has impact on the consumer’s physical and mental health of Shandong Province, but also restrict the competitiveness of pig industry of Shandong Province. At present, the pig industry in Shandong Province is in a critical period of changing from the traditional breeding, slaughtering, processing and marketing to modern production and sales. But pork quality issues seriously affected the development of the pig industry. If pig industry of Shandong Province wants to transform from the big pig province to a powerful pig province, we must firstly ensure and improve the quality and safety of the pork product. Therefore, the study of the pork quality and safety of Shandong Province has great significance to promote the development of Shandong’s pig industry and improve its competitiveness.The Government is an important part to ensure the quality and safety of the pork, the government of Shandong Province pays close attention to quality and safety of the pork, took a series of regulatory policies to solve the quality issues in pork production. But pork quality and safety problems still occur frequently. This paper analyzes the current domestic and foreign situation in order to understand the current situation of government regulation and raises questions.The theoretical analysis of government regulation of pork quality and safety of Shandong Province is the key part of this study, the theoretical analysis based on widely consulting the relevant literature, visiting experts and in-depth field research profoundly analyzed the concept of quality and safety of the pork and government regulation of pork quality and safety, comprehensively teased the government regulation of pork quality and safety and its capacity and the current situation of laws and regulations system of pork quality and safety.The mechanism analysis of government regulation of pork quality and safety of Shandong Province an important part of this study, based on the theoretical analysis, it analyzes the quality and safety of government regulation for the mechanism of action of pork production enterprises. This part summarizes the overall mechanism model of government regulation of quality and safety, combining the conclusion of the definition and the analysis of the current situation, from the four aspects of the market information system, public service system, the policy support system and supervision and control system, analyzes the effect of the government regulation of quality and safety on the pork production enterprises.The empirical Analysis of government regulation of pork quality and safety is the basis of suggestions for government regulation. Based on the objective conditions existing in research group of the conclusions of the sections 2 and 3, using 660 questionnaires from 17 prefecture-level city of Linyi, Liaocheng, etc., this paper takes empirical analysis on supportive policies of pig industry in Shandong Province and analyzes the current status of Shandong pig support policies from the aspects of implementation and evaluation of the support policy of the pig industry.The countermeasures and suggestions of optimizing the government regulation of pork quality and safety of Shandong Province are the standing point of this paper. In view of the research results and conclusions above, there still are many problems in government regulation of pork quality and safety of Shandong Province. From four parts of the market information system, public service system, the policy support system and supervision and control system which is beneficial to the government regulation, from the aspect of the factors of affecting the support policies and from the aspect of the consumer, pork production enterprise and government, this paper puts forward the optimization strategies of government regulation of the pork quality and safety of Shandong Province. It can be summarized as: from the aspect of the consumer, we should strengthen the consumers’ identification ability and the consciousness of rights safeguarding of the pork quality; from the aspect of the production enterprise, we should improve the cultural quality of the producer, optimize the allocation of resources, strengthen the control of the quality and safety; from the aspect of the government, we should strengthen the establishment of incentive and constraint mechanisms.
