As the saying goes,people regard food as their prime want,food quality and safety has always been the focus of the party and the state,it concerns the safety of citizens on the tongue,related to the development of the economic and social stability,related to the image of the state and government.However,the continuous development of society,science and technology innovation,but the food quality and safety issues are still occur frequently,the safety of citizens on the increasingly threatened and challenges to protect the quality and safety of food is still long way to go.The government as the main force of social and public affairs management power,to protect the lives of citizens is the basic responsibility of the government,so every government in our country attaches great importance to the quality and safety of food,and through the exercise of administrative power and functional performance to protect our food Quality and Safety.At this stage,the economic development and operation in a new normal state to protect the quality and safety of food is an important basis for the healthy development of the economy.At the same time,along with a new round of government institutional reform and the implementation of the function transformation scheme,as well as the third plenary session of the 18 through "the central committee of the communist party of China about certain major issue decision" comprehensively deepen reform and institutional reforms on food quality and safety problems in the implementation of the guiding ideology to research the food quality and safety of the government regulation provides more theoretical basis.At the present stage,from the perspective of government regulation to explore and analyze the causes of food quality and safety problems in china has become one of the main direction of academic research.This study is based on the main problems that lead to the problem of food quality and safety,which is based on the problems of food regulation and safety in China.Based on the actual situation of food quality and safety,this paper finds out some problems when the government regulates it in the new period.The article first discusses the research background and significance,and through the review of domestic and international government regulation and food quality and safety of government regulation research,that the government regulatory approach is to solve the problem of food quality and safety of effective means;Secondly,the relevant concepts were defined,and Through the use of public interest theory,trapping theory and principal-agent theory,the paper analyzes the existing problems of government regulation in food quality and safety,and from the aspects of regulating legal system construction,regulating subject behavior,regulating technology and regulating environment.This paper analyzes the main problems existing in the regulation of food quality and safety of our government.Thirdly,it analyzes the problems existing in the regulation of our government from the angle of the establishment and regulation of government regulation institutions and the accountability mechanism.At last,combined with the actual situation and the relevant documents of the state policy,from the strengthening of the system construction,standardizing the main behavior,strengthening the basic security and the construction of social credit system and improving the regulatory environment and other aspects of the corresponding countermeasures and suggestions for the food quality and safety of government Regulatory follow-up study to provide some reference.
