Study On Superintendence And Executive Ability

Premier Wen Jiabao delivered THE REPORT ON THE WORK OF THE GOVERNMENT at the Fourth Session of the Tenth National People's Congress on March 5, 2006. In the report, Wen brought the conception of executive ability into state affairs management for the first time. This is a clear signal that executive ability will be an important research topic for governments at all levels for now on. Among all kinds of means for enhancing executive ability, superintendence is the greatest one.In this paper, superintendence refers to Party and government organizations superintend the decision-making, planning and implementation. Theoretically, superintendence consists of several aspects including urgency, supervision, inspection, communication, coordination, and feedback. As far as the actual needs, some Party and government organizations often encounter being of low or lack executive ability.Therefore, we should take the measures of superintendence to handle these problems. The emergence of these problems indicates the importance of superintendence, yet the effects of superintendence are far from perfection. How to improve on superintendence to meet the needs in the new era is a question for every superintendent. And this is right the cause of this paper.This paper explores the following main points: the relations between superintendence and executive ability, the problems with superintendence, the suggestions on improving superintendence and enhancing executive ability. To do this research, I have tried some study means; including retrieval technique, experience summing-up, literature reference, and theoretical analysis. And finally, I draw the conclusion about how to improve and enhance superintendence: to strengthen the theoretical research into superintendence, to provide a higher status for superintendent institutions, to amplify the system of superintendence, to raise the effectiveness of superintend, to highlight the most important party of work, to create new measurers of superintendence. With this paper, I wish there could be valuable references for Party and government organizations to improve superintendence and enhance executive ability.
