In the background of social structure transforming and the continuous development of the economy, the non-profit organization of China arose and developed rapidly in the matter of its scale and capacity after 1990’s. As one of the main body of social governance, the non-profit organization makes up for the shortage of the government and the market in the provision of public goods. The non-profit organization tends to projectized operating gradually.The project management of non-profit organization still exists various problems and difficulties because of the limitation of itself and the social environment. For the fledgling small non-profit organizations are struggling.There are more theoretical research, however there are less arguments with examples on the project management of non-profit organization at home and abroad. Moreover,research on the project management for the small non-profit organization is rare at home. Through the case analysis of W project of L organization, this article researches the characteristic and problems of the small non-profit organization.Then the author tries to put forward the path of perfecting the project management of the small non-profit organizations.The article is divided into six parts. In the first part the author mainly discusses the questions, the significance, the content and the methods of the research. In this article, research on the project management of small non-profit organization in China is mainly from the perspective of non-profit organization itself and adopts the qualitative research method (including literature collection method, participatory observation method, interview method) to collect data.The author thinks researching the project management of small non-profit organization has significance for its own development, the improvement of its living environment, its own function and other expects. Based on literature reviewing we will understand the relevant theories of the project management of non-profit organization and the research status of the project management of non-profit organization in our country in the second part.The author discusses the developing situation of the non-profit organization from its stage of development, the ways to carry out and its characteristics in the third part. Moreover,the author discusses the process of the non-profit project management concretely. The process of the project management of the non-profit organization includes project application, project startup and plan, project execution, project control, project evaluation. The author summarizes the experiences and put forward the problems of W project of L organization through summarizing the basic information of L organization and W project and analyzing the process of W project in the fourth part. Through the analysis of the W project, the author find the experience in project management of W project of L organization mainly include the following points. Firstly, W project is in conformity with the mission of L organization. Secondly, the service material of W project is normalized. Thirdly, L organization adopts management by objective thought. Finally, the organization pays attention to the control of project process. But there are also many problems in the project funds management, the project personnel structure, the planning and implementation process of W project and the process evaluation of project.Then, the author analyzes the experience and the problems concretely. The problems in W project fund management mainly reflect in the following two points. On the one hand, single project funding source leads to the project fund nervous. On the other hand, the project fund structure is unreasonable. The project fund is usually for the staff salary. The problems in the project personnel structure mainly reflect in following three points. Although the project implementation personnel is specialized, L organization manages W project inconveniently because of the personnel lacking practice ability and the large fluidity of the project implementation personnel. Then the type of distribution of the project personnel has some problems. Finally, the project volunteers mechanism is imperfect. The problems in the planning and implementation process of W project mainly reflect in the following points. Firstly, the author thinks the content and form of W project lack of innovation.Moreover, they utilize the resource of community insufficiently and the number of service object is less. Lastly, the author finds project staffs slack in the implementation process. The problems in the process of project evaluation mainly reflect in the disadvantages of three evaluation ways including achievement exhibition, community meeting and submitting materials.The author mainly puts forward the path to perfect the project management of small non-profit organization in the fifth part.The author thinks that without the support of the external environment, the effect of the project implementation will not be good. We must be considered the external factors which are directly relation to the project to make the project of the small non-profit organization operate benignly. On the basis of the combination of experience and problems of W project and the main way to launch the project of non-profit organization at present, the author will put forward the path to perfect the project management of the small non-profit organization from four points which include the non-profit organization, the investor, the community and the evaluator. From the point of nonprofit organizations, they must do the following things. Firstly, they should improve their financing ability. Secondly,they must change the old ideas in the process of project. Thirdly, they should pay attention to integration of project resources. Finally they must pay attention to the standardization of project management which is very important. From the point of investors, they should promote the project management ability of the small non-profit organization and improve the examination and approval system of the non-profit project. From the point of the communities, community workers should change the antiquated ideas and participate in the project evaluation actively. However,the community workers should notice that they can’t do something about administrative interference for the non-profit organization. In addition, the communities should strengthen their own capacity to assist the project better on the basis of efficient resource support. From the point of evaluator, they should improve the project evaluation mechanism and pay attention to the evaluation in the process of the project. The author summarizes the article and discusses how to change the government role and improve the ability of the government in the sixth part.
