Research On Modes Of The Communist Youth League’s Purchasing Social Service

The development of our society is in a key transition period. With a dramatic speed increase in our economy, various kinds of social issues occur which are characterized as complexity and diversity. As a result, traditional social services cannot satisfy various demands of the public appropriately. Government purchase of social services is a meaningful measure to continue the transition of government’s function and improvement of public services. It is essential to bring social resources to the area of public services so that the government should enlarge the scale and strength of purchase of social services. Social work plays an important role in the construction and development of society. Social services is an important part of government purchasing services, which presents significant meaning of optimizing social construction and social management innovation.What are the subjects of the government purchase of social services? Whether the CYL(Communist Youth League) is an eligible subject? Guidance of the State Council pointed out that "organizations which are managed and funded by administrative departments, according to substantial necessities, may provide public services by way of purchase of services." As a political and social group under the leadership of the Communist Party of China, Chinese Communist Youth League, which is authorized by the "Constitution", "Juvenile Protection Law", "Protection of Minors Law" to participate in social management, to assist government management in youth affairs, is a mass organization operated by administrative acts. Thus, the CYL is an eligible organization to purchase social services.How does the CYL work in practice to purchase social services? What is the problem and how to optimize it? This dissertation pursues to solve these questions. With the methods of literature analysis and case analysis, this paper takes the example of the CYL of Chongqing J District in purchasing social services and detailed analyzes its preset mechanism, functioning, problems, focused on new citizens such as migrant workers and indigenous residents in the process of urbanization and cooperation between self-organization and social service organization of community. In order to optimize the model of purchase social services of the CYL, this paper takes advantages of the purchase modes of Shenzhen(the mode of combination social servers and volunteers), Shanghai(the mode of cooperation among several departments in judicial services) and Gulou district of Nanjing(the mode of Home Care of Elderly). In terms of cooperation government of local government and public project management, this paper provide a reasonable framework for the CYL purchasing social services, so as to hence effective flow of resources, strengthen the responsibility system, promote the optimal path to establish partnerships.
