Sloping Land Conversion Program (SLCP) is not only an ecological construction project but also benefiting the agriculture projects, and the policy implementation is complex since many people and interests involved in. Government is responsible the implementation of SLCP, the county Government overall responsibility for it, the township government in charge of organizing and implementing. However, how SLCP is specifically implemented by local governments, the "black box" of policy implementation process should be uncovered. This study established an analysis framework composed by political incentives and economic incentives as analysis factors, takes Wuqi County as a case, lucubrate and discuss about the factors and their mechanisms of policy implementation of SLCP by in-depth describing the policy design, implementation and execution of the case deeply and dynamically. Above all, concluded that SLCP takes as a government policy with feature of "high push" and "multi-level interaction".The local government plays a dual role of "the agent-managers of political power" and "the profit-seeking managers of political power" in policy implementation of SLCP. Administrative contracting and performance evaluation for the manifestation of political incentives from the institutional regulation of local government in the implementation of the behavior of reforesting policy choices, economic incentives, the central government subsidies to encourage farmers to produce a positive effect, but the local government incentives and short-term economic goals are incompatible. Thus under certain scenarios, the political incentives needed to make up for the lack of economic incentives.
