Although grassroots autonomy is a relative microcosmic political issue, it is an important criterion for checking the political structure, political ecology, power system as well as political control of a state. As we all known, the grassroots governance needs to develop grassroots autonomy, which is the consensus of all. But what kind of grassroots autonomy do we need and how to develop it, this is the main topic of this article.With the theoretical view of "system-life", the article will analyze the change of Chinese grassroots autonomy and discuss the present situation of it and apply this method to the understanding of practice in Shanghai and then also put forward some questions which should be paid attention to. It is seldom to see, that people consider problems especially changes of Chinese grassroots autonomy from this point of view. This perspective comes from Habermas’Theory of communicative action. Discussion about this theory has provided a wide space for our study of real problems in China. The research of the grassroots autonomy is based on the theory of social change, in which rational analysis of Weber plays a very important role. In the theories of traditional action system, rationality was seen as the most important standard for judging social changes.On the basis of criticism of Weber’s rational theory, Habermas developed his Theory of rationality in the "system-life" perspective. Meanwhile he used it as a basis to explain the process of modernization in western society. This theory can also applied to the analysis of the change in Chinese grassroots autonomy. Compared to the structure of nation-society, it has also its own natural advantages. The process of Chinese grassroots autonomy can be seen as a process, in which rationality in life and system develops and they influence each other.
