The Perfection Of Chief Executive Accountability System

Building a responsible government is the basic value of the modern democratic politics. Chief Executive Accountability System, is a system that specific accountability subjects supervise Administrative behavior and chief executives shall be responsible for their improper or illegal exercise of power on the basis of regulating configuration of their power. The establishment and perfection of Chief Executive Accountability System is facing the reality of the administrative system reform. Combing the research achievements of relevant administrative accountability in our country in recent years, most scholars’ study of administrative accountability is purely standardized academic research, such as analysis of the elements, the theoretical basis, the defects of the system and the construction of a responsible government. But in this paper accountability objects will be limited to chief executive. A typical case of administrative accountability is discussed by considering relative laws and regulations. This case reflects the situation and defects of the implementation of Chief Executive Accountability System. The author then puts forward the corresponding perfection measures for our country by summarizing problems, analyzing reasons and referring to related experiences in other countries and regions.This paper consists of six parts. The first part is the introduction about the background, the significance and recent theories at home and abroad of this selected topic. The second part is about the historical development of Chief Executive Accountability System in our country. Firstly it expounds the definition of administrative accountability and the scope of chief executive in academia. Then historical development and requirements of Chief Executive Accountability System in the feudal period, early days after foundation of our country and period after the reform and opening up are introduced. The third part is about the present situation and problems of Chief Executive Accountability System, through the analysis of administrative accountability in a specific case. It reveals that the defects of Chief Executive Accountability System in our country exist in accountability subjects, accountability standards, accountability ways, accountability procedures, supervision and remedy; The fourth part expounds the extraterritorial related administrative accountability system and summarizes the experience to provide reference for our country’s accountability system; The fifth part puts forward the perfection measures according to the existing problems of the system in our country. It discusses about which principles we must adhere to and which concrete measures to take from the angles of accountability subjects, accountability standards, accountability ways, accountability procedures and the comeback of officials. The sixth part is the conclusion, summarizing general requirements to improve Chief Executive Accountability System and proposing the establishment and development of related supporting system. Because these systems are still in their beginning stage in our country, theoretical research in-depth as the guidance of practice by domestic scholars is needed. So the logical ways of thinking in this paper is finding problems — analyzing problems—solving problems.The research methods of this paper are mainly literature analysis, value analysis and comparative analysis. At first, when considering in selecting a topic and beginning to write this paper, the author consults a large number of literature data, including academic monographs and papers, and the government’s administrative rules and regulations, etc. From previous research achievements, the author learns a more clear idea on how to write this paper. Secondly, on the basis of a fully study in Chief Executive Accountability System, the paper analyzes the meaning of its construction in supervising government’ behavior and strengthening civil servants’ responsibility consciousness, etc. What’s more, through analyzing the administrative accountability system in the United States, Japan, Taiwan and other places, this paper sums up the advanced experience of these countries and provides reference for our country’s perfection in Chief Executive Accountability System.In a word, on the basis of existing researches, this paper tries to make a further research in the theories of Chief Executive Accountability System and its construction. By Summarizing and analyzing the problems from a practical case, and putting forward corresponding measures, the author wishes to make some contribution to the perfection of Chief Executive Accountability System in our country.
