In western countries of the political life, the accountability of officials is a common phenomenon, it embodies the so-called "responsible government" principle, also reflect the principles of democracy and constitutionalism as an important institutional arrangements. "Responsible government" is a modern political concept, and is a product of the development of modern democratic politics, also is one of the basic ideas of modern democracy. As a basic value concept of the democratic era, it requests the government must respond to the basic requirements of society and the people and to actively to take action to satisfy; the government must actively fulfill its social obligations and responsibilities; it must bear the political, administrative, legal and moral responsibility; the government must accept from the internal and external controls to ensure the fulfillment of responsibility. The establishment of responsible government must be realized from the concept of civic duty and the change from emphasizing the authority of government to emphasize civil rights and government accountability changes, from the unlimited power of government to the limited powers of the government's changes. To build the responsible government, the first and formost task is to clear and strengthen the government's four accountability system, strengthen administrative supervision to guarantee the implementation of government responsibility, continuously improve the civil service sense of responsibility, awareness of administration according to law, and strengthen supervision to chief executive seems significantly. The chief executive has a special status and roles, such as chief executive at this level executive in a dominant position, chief executive has a final say on issues and so on.
