Application And Perfection Of The Chief Executive Accountability System In Emergency Management

As a developing country,China has been making steady progresses in economy,politics,culture and other areas.However,the road ahead is always not so smooth,kinds of emergency incidents have showed their great threats both to people’s health and properties these years.Goverment is the core strength in emergency management,each occurrence of an event is a serious challenge on its comprehensive governance ability.In the management of emergecny incidents,the government’s and its officials’ s responsibilities and abilities should play a really significant role.The stronged rised administrative accountability system after “SARS” in 2003 is now considered to be an effective means of enhancing government administrative ability and building a responsible government.The 1982 constituion made the chief executive responsibility system as a basical leadship syetem in administrative system.It is not only a system of leadership,but also a system of responsibility that emphasizes the leaders’ power of final decision and the power to appoint and remove the personnel.It is beneficial to improve administrative efficiency and make orders and communications unobstructed.The urgency of emergency incidents requires the government to make right decision in shortest time to protect the safety of people’s lives and properties.In essence,emergency management is just a sort of administrative management under a urgent situation.Due to this,this thesis attempts to combine the chief executive responsibility system and administrative accountibility system to study the application and perfection of chief executive accountibility system in the emergency management from the points of pratical requirements and ethical perspective.In order to respond to the crisis quickly,the chief is always endowed with strong administrative emergency power.Meanwhile,he or she has to bear different responsibilities in different stages of crisis management.The exercise of authority and implementation of responsibilty both call for supervision in many aspects including gevernment itself,authorities,judicial organs and social masses.However,in practice,because of the “bureaucrats shield one another”phenomenon in the administrative syetem and inadequate information disclosure,the chief leaders tend to abuse their power,violate the laws or do nothing to manage the emergency at all.Therefore,more detailed laws are needed and clearer main body of power and responsibilities should be determined to perfect the chief executive accountability system and its surrounding system in emergency management.This project will do good to the whole national administrative accountability syetem,the construction of responsible government and socialist country ruled by law.On one hand,we need to improve the chief executive accountability system itself from the aspects of subject,object,procedure,etc.On the other hand,we need to smooth the channels of information,cultivate social accountability culture to create a better accountability environment.Only by these internal and external means,perfect chief executive accountability system and the whole administrative accountability system would be probable.
