Chief Executive Accountability System is not only an important theoretical problem in the field of the administrative management, but a practical issue in the reform of the administrative system. From the angle of policy samples and typical cases, this paper analyzes the practical dilemmas and reasons in the implementation of Chief Executive Accountability System, and puts forward some corresponding proposals to improve it.The paper includes five parts. The first chapter introduces the background and the meaning of the problem, the existent research results and their shortcomings, the content and arrangement of this paper. The second chapter explains the connotation and the theoretical basis of Chief Executive Accountability System. The third chapter collates the lawmaking origin and construction of Chief Executive Accountability System in China. The system mainly contains the Constitution, the laws, ministerial regulations and local regulations. The fourth chapter puts forward four practical dilemmas:most accountability subjects as higher authorities; the lack of public credibility; difficulties of starting accountability; the comeback of accountability subjects. The author thinks the reasons are as follows:representative democratic accountability is hard to be started because of the illegality of the accountability right; the standards of accountability are not fixed; the accountability procedures are non-antagonistic; the comeback of the chief executives is non-restrictive; the accountability results are hard to be carried out. The fifth chapter puts forward some perfect proposals:firstly, accountability subjects who have superintendence should do their own job to clear up the problem of the subject; secondly, make The Measures Of Chief Executive Accountability to provide the standards; thirdly, perfect the accountability procedures to solve the problem of how to make an accountability; fourthly, establish the system of the comeback of the chief executives to solve the problem of how to execute the accountability results.
