The Development Models For Prison Enterprises Of LG Province In The West Of China Under The Background Of Prison System Reforms

With the deepening of China’s reform and opening up and social progress, the development of prisons is shouldering the social fairness and justice, and also gets more and more social attentions. As the actual carriers of undertaking prison labor camp function, prison enterprises are the platforms to transform the criminals into law-abiding citizens, provide powerful supports for the development of prisons, and also the undertakers of social justice fairness in the last part.In the prison system reforms from 2003 to 2012, the national prison enterprises also reformed themselves to improve the survival environment and prison police physical treatment. Through the reform, the operation of prison enterprises became more and more standard gradually. After the reform, prisons and prison enterprises were separated, bur some existing problems of prison enterprises which hindered their further development also emerged in their developing process. The prison enterprises of LG province in the west of China were restricted by weak economic foundation, limited enterprise choices, lack of human resources and backward management technologies. In this environment, how to draw lessons from the experience of the developed countries and regions to overcome difficulties and find their own developing paths is the subject of this paper.Based on the related theories of literature both home and abroad, combined with relevant theories of public management, starting from the core concepts of public enterprises, this paper discusses that prison enterprises’service objects should be penalty execution. This article has been clear about prison enterprise’s nature, functions, characteristics and its relationship with regulators. Based on the actual situation investigations of prison enterprises of LG province in the west of China, this paper analyzed the existing problem in the development of prison enterprises in terms of current laws and policies, business development, human resources and organization operation forms. Through summarizing the reform experiences of LG province and drawing lessons from developed countries and regions, some suggestions are proposed in order to optimize the prison enterprise development of LG province from the perspectives of establishing the special law, integrating resources, and perfecting the mechanism, etc.
