August 1, 2003, the State Council, "city life without the aid of vagrants and beggars management approach"(referred to as "Rescue Regulations") promulgated, which marks the birth of the new aid management system and the end of the detention and repatriation system. Since the " Rescue Regulations " and its rules promulgated, a large number of vagrants and beggars to get relief, their basic rights and interests of effective protection, which make a great contribution to maintaining social harmony and stability.Currently, long-term retention of vagrants and beggars relief shelters kept rising, however, limited welfare state-owned institutions(nursing homes, children’s homes, etc.) accepted resettlement capacity, formed a growing contradiction between resettlement needs with limited placement capabilities, which became a great problem.In this paper, under the guidance of the theory of systems theory and government functions, taking Chongqing as an example, through literature research, questionnaires and field interviews and other methods, the author take much time to investigate placement status-quo of the long-term retention of vagrants and beggars and analysis the reason, to break the single channel placement and build government-led, non-governmental organizations actively participating placement system, and safeguard the long-term retention of vagrants and beggars legitimate rights and interests.
