Research On Help-return Aid Of Vagrants And Beggars In Dongguan

Social assistance has a long history,which is evolved from the earliest ordinary relief,from single scale to development coverage,and then to the gradual maturity.In China,since the implementation of the measures for the relief and management of vagrants and beggars who have no money to live in cities promulgated by the State Council in 2003,the temporary social assistance based on the principle of voluntary and free of charge has effectively satisfied the basic living rights and interests of the vulnerable groups living at the bottom of the society.However,the assistance for their survival and development and spiritual and emotional needs is relatively limited,which leads to the incompatibility and matching with social development.and it does not meet the requirements of building a well-off society in an all-round way.At the 19 th National Congress of the Communist Party of China,the fundamental purpose of development is to improve the well-being of the people’s livelihood.We should strengthen the construction of the social security system and build a sustainable multi-level social security system in accordance with the requirements of keeping the bottom line,weaving dense networks and establishing mechanisms.On the basis of helping them return to their families and society,vagrants and beggars can meet their spiritual needs,integrate into the society effectively and feed back the society further.Since 2017,Dongguan has started to help the vagrants and beggars to return to family and society.Although it has achieved certain results,it also faces considerable practical difficulties and problems.How to solve the practical problems in the process of relief through some effective measures is of great significance for further effective relief of vagrants and beggars.This paper starts with the relevant concepts of relief management and the public management theory corresponding to the needs of relief management,and makes a corresponding theoretical analysis on the effective development of helping return social assistance for Vagrants and beggars.At the same time,combined with the current situation of the relief work for the vagrants and beggars in Dongguan,this paper combs and expounds the typical cases of the helping return of the vagrants and beggars in Dongguan.Through the research and analysis,it reveals the direct role of the development and summarizes the existing problems in the actual development.In addition,through the effective implementation of the helping return assistance for Vagrants and beggars,the attainable effect and expected income are estimated.Finally,in view of all kinds of practical problems,in order to implement the goal of effective rescue,this paper puts forward specific multi-level and multi-directional measures.It mainly includes: improving the system and mechanism of vagrant relief in policy,strengthening relief management in implementation,compacting the rights and responsibilities of the subject and object,consolidating experience,broadening channels and tapping potential in terms of methods,strengthening propaganda and creating a good atmosphere in ideology,so as to facilitate the smooth development and effective promotion of the help-return aid.This paper mainly applies the methods of literature research,field in-depth interview and questionnaire survey research,case analysis and comparative analysis to explore the situation and existing problems of Dongguan vagrants and beggars’ helping return assistance work,and puts forward specific countermeasures for effective development of assistance and return assistance from the reality.
