The Study On The Gridding Public Service And Administration Of Donggaodi Sub-district: From The Perspective Of Public Governance

As Beijing develops increasingly metropolitan, its scale is expanding day by day. In turn its function is completing, and the environment is changing drastically. But there is a big gap in the public service and administration between the governments providing and the citizens demanding. What’s more, there are many problems exposed on public service and administration, and the administrator from sub-district and community are faced with severe challenges. Under this circumstance, gridding public service and administration becomes a remarkable model all over the country with its modern and elaborate methods.In this paper, gridding public service and administration of Donggaodi sub-district is adopted in the research with the concept apparatus of public governance. In the order of status quo- question – measures, the research object is conducted from the following 4 aspects: the pluralism of governing subject, power operation from multi directions, opening administration process and information technology.The general viewpoints of this paper can be listed as follows.1. The service and administration object are divided into more accurate grids so as to be provided the more convenient service and the more precise administration.2. The government departments and the non-government organizations provide service and administration in the form of “5 kinds of grid members” while the power structure is delayering.3. The pluralism of governing subject in the grid operates power from multi directions in different from the previous top-down bureaucracy. The power subjects form an interactive net structure.4. Gridding public service and administration contains either service or administration. The duties and obligations are cleared by the administrators, and the contents of service and administration are clear arranged into grids.5. The information technology is applied in the grid public service and administration in order to reduce the duplicated administration and to convey information rapidly.According to the research, there are several outstanding issues followed.1. The source of power and the responsibilities of “5 kinds of grid members” are not clear. The enterprises are not contained in any kind of grid members.2. The phenomenon of single administration, repeated administration, and weak service exist. Monitoring and performance evaluation mechanisms are also debatable.3. The use of information technology increases administrative costs, and requires higher-quality administrators. Privacy leaks and information security risks also accompany it.4. There are still some barriers during the process of multi direction powers operation.This paper also gives improved measures for these issues.Gridding public service and administration is a useful attempt under the theory applying to reality. It is a modern administrative method. It has achieved some results, but there are still many issues. These issues demand further improvement which can be researched by the gridding administrators and especially by top policy designers.
