Research On Community-based Protection Mechanism For Children In Difficult Circumstances In Chengdu

China is currently in social transition period with high-speed economic development, however, there are various social problems. The term ’children in difficult circumstances (CDC)’ emerges and gradually yielding a broader meaning in the field of social welfare. As the government pays more attention to the CDC, various cities start to explore the protection strategies for rescuing the CDC, in an attempt to build up whole-society participated CDC salvation mechanism. At the same time, the social organizations also make a great contribution by actively involved in the field of child protection. With the achievement of significant effects, the various organizations demonstrate some limitations and drawbacks on participation of salvation. The shortage of government employees, lack of professional and the constraints of social organization funding as well as other, factors, it’s difficult to carry out the rescue work. For how to solve this problem,lots of domestic scholars pay their attention on community platform and do some resources integration in order to discover, report, rescue and monitor about CDC. However, we rarely see scholars make deep research about it.Therefore, the author through the methods of literature analysis, field survey and interview, analyzing the foundation and insufficient of government, social organizations and community in CDC salvation of Chengdu. By applying international experience as reference, the article building up a whole-society participated CDC salvation strategies based on the community platform. The article points out the necessity of clarifying the specific duties among those related parties. Additionally, it explains the methodology of developing and adjusting a comprehensively mechanism to locate, report and execute CDC salvation. Thereby it enhance the communication and resource complement among government, social organizations, and community. During the process, they accomplished the seamless protection about CDC and solved some defects in each organization’s individual salvation. By combining the CDC salvation with daily lives of local citizens and communities, the article tries to provide a positive and constructive reference for the CDC salvation work in Chengdu.
