Community Service For Children In Difficulties In Whenzhou City

For the past few years,the welfare services for children in China has had a rapid development,the applicable mechanism has been improved a lot,so does the service level.A universally beneficial welfare service system for children is being gradually built.The welfare service for children in difficulties is one of the most important parts.It is also one of the main areas for the government to serve the people and has significant impact on the development of children's business.The local governments continue to pay attention to children in difficulties,and have issued relevant welfare policies and guidelines.Each of the pilot area in the country has been exploring the ways to better protect children in difficulties.With the improvement of community governance and service capacity,the community has become an important platform for the welfare delivery to the children in difficulties.Government departments,social organizations,volunteers and other resources are effectively connected through the community to realize diversified services for children in difficulties.Through the research and sorting of domestic and foreign literature,it is pointed out that community services is one of the key measures to help the children in difficulties.However,how to effectively integrate resources through the platform of community to help children in difficulties and their families get out of trouble remains to be further studied.As early as in 2011,Zhejiang provincial government was the first to put forward the concept of children in difficulties in governmental documents.Zhejiang province has been leading the country in its efforts for protecting the children in difficulties.As a pilot project,Whenzhou city has also carried out the corresponding work and achieved certain results,which set some references for other areas in implementing similar services.However,at the same time,it is urgent to improve the capacity of welfare supply by improving community services to meet the diverse needs of children in difficulties.On the basis of the hierarchy of needs theory,the pluralistic welfare theory and the polycentric governance theory,this study analyzed the needs of children in difficulties at different levels as well as the pluralistic services in the community.With analysis of literature,investigations and questionnaires and personal experience,it shows current status and outcomings of community service in welfare services for children in difficulties in Wenzhou.Through investigation and research as well as personal experience of the author,it is found that Whenzhou as a pilot city of moderate and universal benefits,has carried out a lot of protection work and provided diversified services for children in difficulties using the community as the platform and with the joint help of community,social workers and social organizations.Wenzhou city has initially formed a children's service network,but still has not formed a complete community service system for children in difficulties.There are still some problems such as weak platform function,inadequate welfare facilities,low service level,uneven community strength and low participation of residents in the process of delivering community services to children in difficulties.The reasons leading to these deficiencies vary which includes the imperfect service system,unbalanced resource allocation,the lack of professionalism of community workers,the administerization of community work,and the non-prominent status of community residents.With analysis of the relevant deficiencies and the reasons,based on the pluralistic welfare theory and the polycentric governance theory,this paper proposes that the government should not be the only subject to provide welfare for children in difficulties,but should form a situation of multi-center governance,so as to improve the efficiency and effect of solving the problems of children in difficulties.We can integrate social resources through cooperation between government departments,communities and social organizations,and provide more professional and comprehensive community services for children in difficulties through government purchase and expert guidance.We should focus on the prominent status of the children in difficulties and community residents,construct platform of supply and demand,change the administerization of community service,enhance professionalism of staff,improve the community environment,so as to enhance the integration of the community and participation of the residents which will help children in difficulties out of the trouble and really integrate the protection and care of the children into the community construction.This provides a reference for assisting the protecting children in difficulties in Wenzhou.
