Research On The Implementation Of The Rescue Policy For Children In Distress In Yangzhou City

"Raising and caring for children is the cornerstone of human development".Under the influence of such factors as social environment changing and family problems,the number of children in difficult circumstances gradually increased,which raised the attention of the society.It has been an important measure for the Party and government to care for children in difficult circumstances in the endeavour to improve people's livelihood.It is also an important issue in the construction of social welfare system.The State Council issued in June 2016 the National Development[2016]No.36 document "the State Council on strengthening the social security work of children in special need".In 2015,Yangzhou city issued "the CDC classified security work plan of Yangzhou city",in which the CDC security standards are defined for the first time.Based on the relevant theories of public management such as social fairness,social assistance,new public service and public policy implementation,this paper attempts to study the problems and solutions of implementation of the Policy of Aiding CDC in Yangzhou City from the Perspective of Public Administration.The rescue policy of Yangzhou City on CDC has kept changing in policy formulation,object and implementing agency.The current aiding policy has broken through the traditional rescue framework,therefore the service level has been improved remarkably and the group classification became clear.Meanwhile,the children aid service network system has been attempted to establish.A lot of civil organizations emerged from the city to be involved in troubled children aiding.But in the process of policy implementation,there exist many problems such as incomplete policy coverage,poor distribution of relief funds,narrow policy control range,lack of policy awareness,and absence of rescue "hematopoietic" function,which in turn result in omission of aid,unfair aid,refusal of aid,passive aid,and dependence on aid.This paper systematically analyses the reasons why the implementation of the aid policy of troubled children in Yangzhou City were restricted from the aspects of policy,executive subject,target group and environment.First,the policy formulation was made macroscopically and lack regulation,and there are institutional poverty and insufficient financial capital injection.Second,some government departments did not perform well in the implementation of policies;there is lack of independence and autonomy of civil aid organization;the basic functions of the government's peripheral organizations were not fully performed;there was lack of executive agency collaboration and the low professional quality of executive staff.Third,the target group relies on others to put forward their appeals,therefore their voices are often unheard and their consciousness of seeking help is weak.They have a poor understanding of the policies,while their psychological expectation deviates from the normal relief and the political support effect is also low.Therefore,they are placed in the weak position of the disadvantaged.Fourth,there is lack of charitable culture and the media "mouthpiece" role to play inappropriately.This paper argues that in order to make the policy of CDC to give full play to their functions,we should proceed from the following four aspects:First,follow the aid rules of children's interests first to establish a sound,powerful and orderly aid mechanism based on current situation and standardize the implementation mechanism of the policy,as well as strengthen the policy implementation.Third,to ensure the coverage of policy coverage and the implementation of diversified relief measures through the "grid" management,and design different policies under different conditions;to strengthen the awareness of psychological assistance;to pay attention to group distinction and explore the implementation of "alternative conservation" to position the object of aid;make fine classification and assessment of CDC children.Fourth,with the help of public means of communication,to optimize the policy implementation environment and enhance citizenship charity awareness by means of being concerned about the needs of the recipient groups,creating a wide range of community participation and enhancing citizen attention.In that way,the cooperation between all sectors of the community can be strengthened to achieve resource complementarity and seamless protection of CDC.Meanwhile,the shortcomings of each organization providing aid respectively can be overcome,and a long-term mechanism of a whole society participation in the aid and protection of CDC are formed,which can provide reference for the improvement of the policies of CDC aid.
