An Analysis Of Lula Doctrine

In 2003-2010, Lula created a new chapter in Brazil. The international and domestic recognized Brazil has achieved a "rise again”. Brazil has been face-lifted gradually from unrest and recession to stability and development. And Brazil’ ascending rising influence on the world arena also brought back the pride of great power to Brazilian.Lula with its unique charm and governing philosophy laid a deep personal touch for all aspects of Brazil. Although the past eight years under Lula’s rule was transient against Brazil’s long history, its importance and achievements and contributions deserve a study and evaluation.This article is based on Lula’s personal experience, and adopts literature method, comparison method, and a multidisciplinary approach to analyze and summary Lula’s governing philosophy- Lula Doctrine, including its background, content, positive effects and challenges. The purpose of this paper was not to prove anything or to predict Lula Doctrine, but mainly to make a sort of Lula Doctrine, thus, we have a more comprehensive understanding for it.Scholars called Lula administration’s policies as "Lula Doctrine." The key of Lula Doctrine’ success was to take a moderate and pragmatic strategies, combined sound macroeconomic policies with social policies to achieve the coordinated development of the Brazilian economy and society, so that the results of the development of the Brazilian economy to benefit the overwhelming majority of ordinary people, improve the next Brazil poor strata of life, narrow the wealth gap and reduce social inequality. This philosophy of Lula Doctrine, on the one hand,is related with Lula himself and the nature of the Labor Party created by Lula; on the other hand, is closely related with the impact of the West "Third Way" ideology and severe domestic economic and social situation in Brazil.Lula Doctrine shows in the economic, social,political,diplomatic and other aspects. In the economic aspect, Lula Doctrine advocated to achieve steady growth, implemented macroeconomic policies.And, the inflation targeting, primary fiscal surpluses and flexible exchange rates are the three pillars of the macroeconomic policies.Lula also adhered to combine free market economy with the national macro-control. In the social aspect, Lula emphasized social justice, carried out a series of policies that was beneficial to Brazil’s low-income strata,such as "Zero Hunger Program ", "Family Assistance Payment Program", at the same time, increased the investment in education, health care, sanitation and other public sector, which improved people’s poverty situation in Brazil, so that the majority of people enjoy the fruits of economic development. In terms of democracy, Lula adopted the principle of political pragmatism, got rid of the leftist dogma, expanded the ruling coalition, and maintained political stability; and advocated participatory democracy, encouraged people to participate in political life,and expanded the rights of the people to safeguard and consolidate democracy in Brazil. On the diplomatic front, Lula adjusted the diplomatic tradition of pro-US, implemented multi-pragmatic foreign policy, based in South America, promote integration; strengthened ties with developing countries, established the cooperation mechanism, to be " A spokesman " in developing countries; diluted ideological color,and rationally handled the relations with America,Europe and other developed countries,to enhance Brazil’s influences in regional and international.Lula Doctrine operated in Brazil for eight years, which has achieved positive results in the economic, social, political, diplomatic and other aspects. Brazil not only achieved modest economic growth, provided financial support to effectively address social issues, made the poverty reduction, enlarged the middle class, but also became a representative of the emerging economies. A frequent appearance on regional and international stages also improved Brazil’s regional and international influence. Lula administration’s achievements were recognized by the people of Brazil, Brazilian people hope that these achievements can be renewed. Thus, in the 2010 presidential election in Brazil, Dilma Rousseff as Lula’s "successor", committed to " continue Lula’s footsteps", which words obtained Brazilian’s all ages and welcome, eventually became the first woman president in Brazil.In 2014, Rousseff was re-elected president. This showed that Lula Doctrine still has vitality in Brazil. Now, Brazil is Dilma Rousseff’ era, but Lula Doctrine still has an important impact on Brazil, which indicates that Lula Doctrine has its rationality and feasibility in practice. However, Lula Doctrine does not solve all the problems in Brazil, it still faces many challenges, which need to be adjusted and perfected by Rousseff, and make it more responsive to Brazil’s national conditions, promote the development of Brazilian society.Lula Doctrine as a new governing philosophy and political practice successfully, taking it as the research object has great academic value and practical value.Studying the Lula Doctrine,on the one hand,has some help for understanding the rise of Brazil in the new century, on the other hand, has a certain reference for China which has many similarities with Brazil.
