The research on mass incidents, Chinese domestic scholars have already explored many types of analytical framework, but various conclusions vary from different theoretical vision, research methods and even investigators. Domestic scholars mainly focus on the interests game, social restructuring, administrative system’s inertia, resistant expression, etc. However, few angles are set on logical relationship between political culture and conflict events. As an influential part of political culture, political trust makes profound impact on residents’ political attitudes and political participation behavior. And one of the main types of non-traditional political participation events, group events apparently affected by "the Central Over the Local" penetration. Therefore, this research on the degree of influence and implementation of political trust structure "the Central over the local" will enlighten theoretical and practical significance.The two main political trust structures are based on two dimensions of the Central and the Local & central authoritarian and elected federation. Namely, "the Local Over the Central" pyramid structure of elected federation, and "the Central Over the Local" inverted pyramid structure of central authoritarian. This paper adopts Chinese General Social Survey (CGSS2010) data for analysis, which sets group events as dependent variables, "the Central Over the Local" political trust structure as mediating variables. The findings result from Logistic Regression Modeling are:social justice, the sense of external political efficacy and "the Central over the local" structure significantly affect the ratio residents perceive mass incidents;in the surrounding mass incidents scenarios, "the Central Over the Local" political trust structure significantly influence on whether citizens participate in mass incidents, and social justice, spending pressures indirectly affect whether citizens participate in mass incidents through this political trust structure; and also, residents of different demographic characteristics significantly influence their perception levels of the surrounding mass incidents (sensitivity of the psychological differences), male and low education levels are more likely to participate in group incidents.The Hierarchical structure in political trust shows that on the one hand, the public trust in the central government provides the basis of democracy in their legalization of political domination, and creates a good atmosphere for the political stability and development; on the other hand, it reveals mass violation of citizen participation in events and hopes to leapfrog activist central government to express interest.Through the research, the facts concluded the largest incentive factor of mass incidents is social injustice out of widening income gap between rich and poor differentiation, in the new normal economic slowdown, firstly the government should actively regulate the income gap and promoting the equalization of basic public services; secondly, through political system and administrative system reformation, government should perfect social interest coordination mechanism to protect citizen public participation and expression of interests, which can firmly enhance the capacity of national governance systems and governance modernization; finally, the utmost importance is to emphasize on the role of political culture, strengthen ideological and political education and civic culture of socialist construction, and enhance the sense of civic and political effectiveness to improve the level of education and political participation levels, then realize the objects of civil rational, orderly and efficient political participation and expression of great interests.
