Studies On Disposal Mass Incidents Of China’s Local Governments

At present, our country in reform and opening up and modernization construction have made outstanding achievements。It is not only reflected in the rapid development of economy, it is embodied in social wealth quickly gathered. But because the original interest pattern is broken, the new benefit balance mechanism is not perfect, some new social problems, appeared some mass disturbances, make the social stability in our country is faced with many problems and challenges.In this paper, using the method of case analysis and compare to our local government to deal with mass incidents of research, analysis summed up the results in the local government in dealing with mass incidents and problems, and draw lessons from foreign experience put forward the concrete countermeasures to raise the capacity of dealing with mass incidents of local government.This article is divided into five parts. The first part is introduction, mainly introduced the research background and research significance of this article, based on the review of research status at home and abroad, then proposes this article research mentality and research methods; The second part is the related concepts and theories. This part firstly to define mass incidents, then deeply discusses the connection between the local governments and mass incidents, finally introduced the related theory foundation of this article is based; The third part is mainly the present condition of the local government’s handling of mass incidents in China is discussed, and analyzes the cause of the problem; The fourth part is about the foreign developed countries deal with mass incidents, beneficial reference by Britain, the United States, France and Germany, the four developed countries practice analysis, elaborated the place is worthy of reference for local government in China; In this paper, the fifth part to our country local government proposes countermeasures and Suggestions on how to deal with mass incidents, points out the current situation, only the updating idea, perfect the relevant laws and regulations, strengthening the treatment effect, the innovation from different subjects dealing with the emergency mechanism and the transformation of the mode of processing, etc., to prevent the happening of the mass incidents from the source, and in the event occurs in a timely and effective treatment.
