From the Angle of incentive, how to use management by objectives theory in the management of the army political work cadres troops in the new period in the new century is a new task faced by the cadres team construction. With the advent of the era of scientific knowledge and military for army, army political work cadres management team’s quality, ability and mental state, directly associated with the army implement the talent strategy of project success or failure, relates to our army can ensure to maintain social stability and win the future information war, and truly be loyal, guard the commitment of the people. Due to the forces of the current political work cadres management mechanism already could not adapt to the development and change of the current situation and tasks, so how to army political work cadres management well, their initiative and creativity into full play, improve their quality and ability, let them with the future information war, in the current view still need to go a long way. Therefore, we must strengthen the political work cadres management to seek a scientific and effective way to arouse the working enthusiasm of political work cadres, to motivate their dedication, responsibility and mission, so as to realize the army political work cadres to develop quickly and well. Based on the above background, based on the theory of objective management theory and incentive mechanism research basis, discusses the application of objective management theory in the army political work cadres management problems, from the perspective of incentives in the army political work cadres management to establish effective goal management pattern, in an attempt to use modern scientific management theory to guide the management of our army political work cadres, military management modernization and scientific in China.First of all, this paper defines the army political work cadre management, motivation, goal management related concepts and analysis of the theory of management by objectives in the value of the application of the army political work cadres management, feasibility, features, etc.; Secondly, the paper analyzes the current situation of our army political work cadre management and the existing problems; Finally, in view of the previous analysis, from the perspective of incentives in the army political work cadres management to establish scientific and effective mode of management by objectives, in order to solve the existing problems, improve the efficiency of management. Research of this paper from the practical sense, to strengthen the army political work cadres management work more scientific, beneficial to guarantee the army’s political work to attract talented, with existing from the Angle of incentive target management theory as the instruction, to realize the army political work cadres management standardized, scientific.Incentive target management mode, this paper puts forward some Suggestions of four aspects: first, the goals of science, to strengthen the construction of target decision information environment, improve decision-making mechanism; Second, reasonable decomposition goals, clear division of responsibilities, the correct implementation of the target authorization; Third, the efficient implementation of goals, strengthen the goal implementation process control and incentives; Fourth, rigorous evaluation target achievement, to establish scientific and reasonable performance evaluation system.
