With the deepening military revolution for the new era,the problem of the construction of military ranks of cadres has come out gradually.Especially,the traditional incentive mechanism can't adapt to the “Adhere to people oriented policy,building a modern army”,but the junior military officers' quality,capability is directly connected to the generation of military power.Under these circumstances,it is of great significance to design new management inspiration mechanism for junior military officers,which is suitable for the new era.Encouragement is the core of management.As obedience is the first duty of a soldier,the compulsory management and the military personnel management under planned economy system becomes the primary managing mode in the army.This gives little importance to the study of humanistic management,incentive mechanism and market allocation of talents resource.Junior military officers become the main part of PLA,they amount to over 60% of the total officers.For junior military officers,the particular social environment and family background in which they grow up make them a unique group and endow them with some unique characteristics.These characteristics challenge the traditional managing mode of PLA in some aspects.For example,current managing mode and incentive mechanism do not give satisfactory effect on junior military officers.Problems,such as lack of enthusiasm and stability,brain drain phenomenon begin to appear.Therefore,it is urgent and important to bring new idea to incentive mechanism and encouraging measures for junior military officers by analyzing their group characteristics,and their spiritual and practical demands.This paper focuses on the core issue of designing modern management inspiration mechanism for young military officers,and analyzes qualitatively and quantitatively,theoretically and practically.Firstly,the paper introduces the theoretical basis for the inspiration mechanism research,and summarizes the advantages of each inspiration theory.Secondly,on the basis of analyzing military management system as well as characteristics and needs of present young military officers,it finds out the problems in the existing inspiration mechanism,from what it makes clear the importance and necessity of improving the inspiration mechanism for young military officers.Then,based on the above analyses,the thesis puts forward four principles in inspiration mechanism construction for young military officers,and establishes creatively a basic structure model of inspiration mechanism.
