The reality of growing influence from China’s politics, economy and security in Central Asia and the cognitive differences of Chinese national image in the Central Asian countries, which means Chinese public diplomacy is becoming very urgent. Since 2004, China opened the first Confucius Institute in Central Asia, the public diplomacy has already started to the people of the Central Asian countries. However, the effect of China’s public diplomacy in Central Asia is not satisfactory from historical contradiction, the competition among great powers, the lack of public diplomacy strategy and a complex ethnic and religious environment in Central Asia. This paper reviews the basic theory of public diplomacy on the background and discusses the background of Chinese public diplomacy in Central Asia, the main activities and features, implementation effect, constraints and responses from Chinese strategy. This paper aims to benefit strengthening public diplomacy of China in Central Asia in the future.Paper is divided into five chapters:The first chapter discusses the origin of public diplomacy, definition, theory core, mechanisms of organization, and history of China’s public diplomacy, mechanism and forms of organization are discussed too; the second chapter focuses the necessity on Chinese public diplomacy in Central Asia, and interprets the Chinese public diplomacy objectives in Central Asia from three aspects; the third chapter describes the Chinese major public diplomacy activities in Central Asia and its characteristics; the fourth chapter analyzes the evaluated methods of public diplomacy. As a basis from that, China’s public diplomacy effect in Central Asia will be analyzed, and three aspects from Chinese restricts of public diplomacy in Central Asia will be elaborated; the fifth chapter discusses policy recommendations for Chinese public diplomacy in Central Asia.
