On Power Supervision Of CPC County Committee Secretary

"If prefectures and counties are well governed, the whole country will be peaceful. " The county government plays an important role in China’s political life. The CPC County Committee Secretary is the mainstay of the CPC governance in China, and it is the core of the leadership at county level. But in the current five-level administration management system, inevitably the supervision of the CPC County Committee Secretary is too far while the peer monitor too soft, which results in systematic amplification of his power. In recent years, the frequently occurred corruption cases of CPC County Committee Secretary have seriously damaged the image of the Party and weakened the cornerstone for its governance. People hope to strengthen the supervision and control of CPC County Committee Secretary. It is urgent to study how to enhance the supervision of his use of power and to and to ensure that the public power is always beneficial to the cause of the Party and the people.In the thesis, the current supervision of CPC County Committee Secretary and the author’s years of work experience in the supervision and management of leaders and cadres are closely combined to first analyze the internal basis for the supervision of CPC County Committee Secretary in China in terms of the definition of the supervision, and secondly starting from the current supervision of CPC County Committee Secretary, to point out the problems now existing in supervising CPC County Committee Secretary in China and the reasons and to provide the countermeasures and suggestions for supervising CPC County Committee Secretary from innovative methods in such field across China.The root for the difficulty to supervise CPC County Committee Secretary lies in the standardization of power. The author holds that to conduct effective supervision, the core is to limit power, the key is to strengthen supervision, and the guarantee is to improve incentives. In terms of standardizing power, the author suggests first reducing all kinds of administrative approval powers to reduce such power of CPC County Committee Secretary. Second reducing his discretion to limit the room for him to abuse power. Third strengthening the prior restraint of the decision-making power for the matters of "collective decision on important issue, cadre nomination, key project operation and large funds usage". In terms of power supervision, the author believes that we shall first enhance top-down supervision, promote the longitudinal management from the discipline inspection and supervision system, strengthen the supervision of CPC County Committee Secretary outside the "8 hours", improve the system of inspection tours, and increase the frequency of the warning education for the Secretary; second carry out strict test system and announce the scores or votes of candidates to reduce the corruption in appointments, make bidding information and results public to reduce the corruption in projects, make fiscal revenue and expenditure known to public to reduce the corruption in the three public expenses, make properties of officials public to reduce invisible corruption, keep the supervision channels open to bringing in public and media supervision, especially that of news media and internet. In terms of improving incentives, the author holds that first the CPC County Committee Secretary shall be provided with more material gains and humanistic cares; second the assessment of CPC County Committee Secretary shall be scientific and reasonable to ensure the balance between his powers and responsibilities.
