Study On Solutions To The Self-supervisionimprovement Of Disciplinary Inspection And Supervisory Organs

As the reform of our supervision system proceeds,the independence and authority of disciplinary inspection and supervisory organs promotes continuously while “ who is responsible for the supervision of supervision organs” is of unprecedented concern.“To enhance power operation restriction and the supervision system,we must stick to the principle that the exercise of power carries accountability,the exercise of power shall be supervised,breach of duty leads to accountability,and illegal operators shall be held accountable.We must make our power entrusted by the people is used for the people,” Xin Jinping said.Disciplinary inspection and supervisory organs,equipped with a special supervision function,in case of law and discipline violations caused by insufficient self-supervision,may fail to shoulder their mission of anti-corruption and even shake the conviction and confidence of anti-corruption within the scope of society.However,studies on the self-supervision of disciplinary inspection and supervisory organs are rare to see,and it is of a small quantity for scholars to put forward feasible solutions.Through an in-depth analysis of the disciplinary inspection and supervisory organs in S city,this paper aims to find effective solutions to the self-supervision improvement of disciplinary inspection and supervisory organs.Taking the cadres of the disciplinary inspection and supervisory organs in S city as study object,this paper investigates the status quo of the self-supervision of disciplinary inspection and supervisory organs.On the basis of the theory of public choice and the theory of rent-seeking,this paper tries to locate issues,digs deep into their causes,and then puts forward self-supervision improvement approaches that will be more fruitful and complete.This paper holds that the primary issues of the disciplinary inspection and supervisory organs in S city are as follows: their ideological construction in need to be strengthened,cost and benefit in need to be balanced,supervision of supervisory organs in need to be consolidated,implementation of rules in need to be reinforced.The key reason lies in the “economic man”attribute of the cadres of the disciplinary inspection and supervisory organs,whose professional characteristics result in the difficulty of supervision.Faced with significant limitations of supervision,the disciplinary inspection and supervisory organs are confronted with the contradiction between power concentration and weak system implementation as well.In conclusion,it is suggested that the self-supervision of disciplinary inspection and supervisory organs shall be enhanced from the following aspects: to improve the self-resilience of disciplinary inspection and supervisory organs,to place emphasis on the role of disciplinary inspection and supervisory organs,and to reduce the chance of corruption.
