In recent years, how to improve working enthusiasm and stability of government employee has been a focus of our government incentive program. Research of government employee working satisfaction has been a fundamental subject. Currently, related research is not thorough. This paper discussed the essence of working satisfaction and research status. This paper is based on various staffing in city construction system of Dalian and the study was conduct through questionnaire. Seven personal background factors towards work satisfaction are discussed. Besides, the effect of employee status on nine factor working satisfaction was studied. Strategies that can improve work satisfaction are studied in order to provide reference for human resource department of government.Research results:working time, position, current enrolling time, staffing status are significant factors. Staffing status, working time and current enrolling time has less interaction towards work satisfaction, and these three factors has no effect on each other. Staffing status has significant effect on payment, work development, benefits, bonus and working type. In Dalian city development system, employee have less satisfaction towards benefits, bonus and work type. Staff involved in government work has less satisfaction towards development. Public institution staffs tend to have higher satisfaction towards all factors.As conclusion, specific strategies are suggested by this paper with the purpose of improve work satisfaction in city construction system of Dalian. The following suggestions are proposed:increasing government staff salary, develop fare benefit system, improve bonus system, performance assessment, clarity of work importance, improving working satisfaction, more and diverse development opportunities. Revolution of public institute should be carried forward by reasonable and fair sections. In these revolutions, benefit conflict and compromise should be taken care of. The role of government and public institute are supposed to be clear, the relationship between these two should be clarified.
