Performance Evaluation Research For Ling Yuan City-County Officials

Local officials are laden with heavy responsibility as the Party representative in City and County. They should approach to policy measures, implement practical work and serve the whole society. In order to pace the whole Chao Yang city in the economical performance, Ling Yuan has to adopt leadership evaluation policy to put zip into the performance of officials. Currently we are Lack of assessment of city and county officials and it is necessary to tighten up the management since the President Xi Jinping also made claim for higher request to the civil servant investigate system.Theoretical analyses, empirical study and depth interview are the main approaches in this research. The paper used a dialectic perspective to view the problem by analyzing the existing performance evaluation theory; the paper also designed the performance evaluation plan by providing analysis and research on typical cases in and foreign countries. Meanwhile, the paper has interviewed Ling Yuan city-county level officials engaged in the evaluation and through analyzing the interviewers’ feedback to make the plan more refined. Finally, according to synthetically analysis, the paper offered the suggestions and solutions to Ling Yuan city-county level officials’ performance evaluation plan.The paper has deeply analyzed the existing problems and forming causes of performance evaluation work of Ling Yuan city-county level officials. The lack of performance managing is a common concern in underdeveloped areas in China, so it is hoped that the research of performance evaluation in this paper will offer reference to the relevant researchers and will also beneficial to draw attention to situations where help is need.
