Performance Evaluation And Comparative Study Of Administrative Service Centers Of County-level Governments In Yancheng City

With the profound reform of the government governance system,the construction of government affairs centers all over the country has been remarkable,and breakthroughs have been made in terms of efficiency,organizational structure,internal configuration,etc.To provide important help for the construction of service-oriented government nationwide.Compared with the superior administrative service center,the county administrative service center still has some outstanding problems in handling the administrative license,administrative payment,administrative confirmation,administrative collection and other service items within the authority of the government at the same level,so the performance evaluation is of great significance to the study of the county administrative service center.Yancheng city is one of the 27 cities in the central area of the Yangtze River Delta,with the largest coastline in the whole province.There are significant differences in social and historical features.The economic development layout with Yancheng City as the core and radiating to the surrounding areas is basically formed.There are also significant differences in performance among the county(District)government centers within the jurisdiction.In order to improve the performance level of county government center,it is necessary to make a systematic analysis and Research on the causes of the big differences.This performance data collection selects11 county-level administrative service centers within and outside the jurisdiction as the research object,and collects through questionnaire survey,data access,field investigation and test,uses data envelopment analysis(DEA)to evaluate the performance differences,analyzes the causes of the differences,and gives suggestions for optimization and rectification.It is found that,due to various reasons,even the performance of 11 county-level administrative service centers in Yancheng city is still quite different.Taking the urban area as the center line,the performance level of administrative service centers in counties to the south of the middle line(including)is significantly higher than that in counties to the north of the middle line;however,the performance evaluation of individual counties in Sheyang,Binhai,Funing,Xiangshui and Jianhu counties to the north of the middle line is also prominent;from the overall analysis,11 districts and counties in Yancheng show two performance peaks.Among all the performance indicators,financial input has the most prominent impact on the overall performance output.According to the research findings,we need to seek performance improvement countermeasures from the internal management and external construction of the government affairs center.
