A Research On Implementation Of "Hiring The Graduates To Serve The Village" Policy In The Minority Regions

Hundreds of thousands of graduates have been employing since "Hiring the Graduates to Serve the Village" Policy has been implemented in 2008. The policy not only provides talents to rural areas but also alleviates the employment issue after graduation. In case of Inner Mongolian Autonomous Region, the implementation of the policy improves economic and social development of local societies, but in the meantime, it presents some problems at the same time. Based on the questionnaires and holding forums in Hexigten Banner, the author comprehensively used methodologies of public policy theory and data analysis, and analyzed the implementation of graduates serving village policy in Hexigten Banner and some existing problems. The author realized following problems from the research, such as:the problems in policy aspect and imperfection of selection, training, management and evaluation systems; college-graduate village officials’ improper motives, weak ability and mismatch of the major and current job. Connecting with the practical situation after careful thought and experience, the author puts forward the corresponding measures to improve the policy:strenthening ideological education; changing the employment ideas; guiding correctly the direction of employment; stimulating the policy spiritually, providing financial security; perfecting the systems; attaching more importance to job and so on. All of them provide a theoretical basis to the implementation of the policy.The thesis includes parts of introduction, main content, references, acknowledgements and appendix. The introduction describes the reason, significance of selecting the topic, research results and current situation, research methods and procedures. There are three parts in the main content. The first part analyzes and researches the developing process, feasibility and significance of "Hiring the Graduates to Serve the Village" Policy. The seconcd part analyzes the policy implementation, achievements and existing problems in Hexigten Banner. The third part puts forward the corresponding measures and suggestions about the policy. In the conclusion, it summarizes the point of the whole research. The appendix is the questionnaires of the policy implementation.
