In August 1995,in the face of various problems about“ Agriculture,rural areas and farmers”,in order to strengthen rural construction,Fengxian County of Jiangsu Province took the lead in implementing the“Eagle Project” and selected 13 university graduates to serve as village officials.It is the first batch of college-graduate "village officials" in the province of Jiangsu Province,and it is also the first attempt of China's college-graduate "village official" policy.In July 2005,the "Opinions on Guiding and Encouraging College Graduates to Face Grassroots Employment" issued by the Central Office and the General Office of the State Council,kicked off the full promotion stage of the college-graduate "village officials".The selection of college students to work in rural areas is of great significance for improving the ability of rural grassroots organizations to govern,promoting the rational flow of talents between urban and rural areas,and expanding channels of the employment of college students.In the implementation of this policy,many outstanding college-graduate “village officials” stood out and contributed to their brilliance in rural work.At the same time,the author also pays attention to the fact that the college-graduate "village officials" are not always smooth in the course of their employment.There are still many problems about how to integrate into the countryside and develop the countryside.This paper adopts references analysis method,in-depth interview method and case analysis method,and selects Smith's policy implementation process model as the theoretical basis,and analyzes the implementation of the college-graduate “village official” policy from the perspective of public policy implementation.Starting from four dimensions of idealized policy,implementing institutions,target groups and execution environment,we sort out the current implementation of the college-graduate “village official”policy and the problems in their positions,and find out the reasons that hinder their smooth integration into the countryside and become true village officials,and propose corresponding implementation optimization suggestion.The innovation of this paper lies in the innovation of research perspective.This paper takes the college-graduate "village official" into the rural area for a long time as an entry point and takes T area of S Province as an example to take empirical research.Hope to jump out of the fixed viewpoint that implementing the college-graduate "village official" policy is to deal with the issue of employment for graduates,and provide feasible suggestions for the long-term integration of the college-graduate “village officials” into the rural areas.The first part of this paper summarizes relevant research results of college-graduate “village official”,explains the research ideas and research methods,and points out the innovation points and existing deficiencies on the base of pointing out the research background and significance.Explain the related concepts: village cadres and college-graduate "village officials",theoretical basis: Smith policy implementation process model.The second part introduces the three evolution processes of the college-graduate “village official” policy,namely the initial stage of germination,the stage of comprehensive promotion and the stage of reform and exploration.The third part introduces the family,profession and other personal situations of the "village officials" of the T district students,as well as their performance status,and analyzes the secondment they are employed in the rural areas,the secondment of the government,the uselessness of the profession,and the marginalization of work,and other issues.Thefourth part analyzes the causes of these problems,mainly from the four aspects of the policy itself in the Smith policy implementation process model,the executive body of the policy,the target group,and the environment for policy implementation.The fifth part puts forward countermeasures and suggestions,and finally draws conclusions on the research content.
