Research On The Optimization Of Emergency Plan Management In Haizhu District Of Guangzhou Under The Background Of "Big Emergency Response"

Since the establishment of my country’s Ministry of Emergency Management,it has continuously strengthened my country’s ability to respond to emergencies,continuously recommended "one case,three systems",and proposed "to benchmark all types of disasters and major emergencies,and comprehensively build a strong emergency rescue force with Chinese characteristics." Emergency plan management covers the whole process of emergency plan planning,preparation,approval,release,filing,drill,revision,training,publicity and education,etc.It is the core and foundation of the emergency management system,and is the command program and direct basis for emergencies..The grassroots government is the direct face and bearer of emergencies,and it is also the main body responsible for the management of emergency plans.The strength of its emergency plan management ability directly determines whether the government can effectively control the situation and reduce the loss.Therefore,it is of great value to improve the management capacity of the grassroots government’s emergency plan for realizing the safety of people’s lives and property under the background of "big emergency".This study takes Haizhu District of Guangzhou as the research object,aiming at the problems of emergency plan management of grass-roots government,analyzes the causes and puts forward specific suggestions and countermeasures,so as to provide experience and support for emergency management of other grass-roots governments.In order to promote the improvement of the emergency plan system and the improvement of the emergency plan management ability of the grass-roots government,ensure the safety of people’s lives and property in emergencies and minimize the impact of emergencies,this study sorted out the main problems of the current emergency plan management of Haizhu District of Guangzhou through case analysis,expert interview and other methods: The dynamic update of the plan is not timely,the preparation of the emergency plan is divorced from the reality,the connection and connection of different plans are improper,supporting measures are difficult to be implemented,and the supervision and management are not in place.By comparing with typical cases at home and abroad and analyzing the reasons from the aspects of system construction,legal system construction,resource guarantee and ideology,this study believes that the reasons leading to the above problems are:insufficient risk identification and evaluation,lack of dynamic management mechanism of emergency plan;Inadequate institutional and legal construction,lack of necessary policy and legal support;Emergency plan management system is not perfect,lack of promotion and safeguard measures;The shortage of professional talents and the lack of necessary resource investment;Supervision and management mechanism is not perfect,lack of institutional construction.Based on the current situation of emergency management in Haizhu District of Guangzhou,countermeasures and suggestions are put forward: to clarify the positioning of emergency plan and strengthen dynamic management;Standardize the preparation process and improve the scientific rationality of emergency plans;Pay attention to system design,ensure the effective connection of emergency plans;Increase resource input to ensure the smooth implementation of the plan;We will strengthen supervision and inspection and establish a reward and punishment evaluation mechanism.
